Need to improve mass quality in foreign language teaching and learning
(Baonghean.vn) - On the morning of January 18, the Provincial People's Committee held a meeting to listen to and give opinions on the draft Directive of the Provincial Party Committee's Standing Committee "On strengthening leadership and direction to improve the quality of foreign language teaching and learning according to the National Foreign Language Project for the period 2017 - 2020 in the province".
Comrade Le Minh Thong - Member of the Provincial Party Standing Committee - Vice Chairman of the Provincial People's Committee chaired the conference. Also attending were representatives of the Propaganda Department, Department of Education and Training and related departments.
After 5 years of implementing the Project "Teaching and learning foreign languages in the national education system for the period 2008 - 2020" (Project NNQG 2020), the organization of foreign language teaching and learning in the province has achieved many important results. That is, expanding the scale of foreign language teaching for students at all levels in most general schools; creating changes in the quality of foreign language teaching and learning, especially the quality of key subjects in localities with favorable economic conditions. Also in recent years, socialization activities in foreign language teaching and learning have developed strongly.

However, compared to the requirements, the results of implementing the goals and tasks of the 2020 National Foreign Language Project still have many limitations in terms of progress, scale, quality and specific budget investment: The number of general schools teaching and learning the 10-year English program is still too low, lacking connectivity and synchronization between levels of education; the number of teachers receiving training to improve foreign language proficiency does not meet the planned target, affecting the quality of mass foreign language teaching and learning; facilities and equipment for teaching and learning foreign languages according to the new program have not been provided to general schools according to the plan set out in the project.

The draft directive clearly states the requirements for improving the quality of foreign language education in the coming time. Specifically, it is necessary to develop a plan and specific directives and instructions to effectively implement the National Foreign Language Project 20; develop and promulgate policies and mechanisms on foreign language teaching and learning in the province, especially regulations on arranging and assigning foreign language teachers according to their qualifications and abilities; the education sector should strengthen the organization and direction of implementing foreign language teaching and learning programs in educational and training institutions with a suitable roadmap...
After listening to the draft, the conference frankly pointed out the limitations in the implementation of the project as well as the issues raised in the draft directive. Accordingly, the departments and branches need to have a report before presenting the draft; the specific targets and objectives stated in the project need to be evaluated to be filtered and included in the directive. In addition, it is necessary to thoroughly disseminate to each party committee, cadre and party member in implementing leadership and direction on improving the quality of foreign language teaching and learning.

Concluding the conference, comrade Le Minh Thong affirmed: Improving the quality of teaching and learning foreign languages according to the NNQG 20 project is an important and urgent task to meet the requirements of high-quality human resources in the new situation. Accordingly, the Directive needs to have specific assessments of the shortcomings in implementing the project; it is necessary to propose specific solutions to overcome the shortcomings in the implementation at all levels of education, especially mass quality; in the regulations on the arrangement and assignment of the teaching staff. In addition, it is necessary to propose a roadmap for implementing the goals to have a specific monitoring and evaluation mechanism./.
