Need to increase contact and dialogue with the people

(Baonghean.vn) - Party committees at all levels need to link the implementation of actions in the spirit of Resolution 4 of the Central Committee (Term XII) with the implementation of the Grassroots Democracy Regulations - that is the direction of comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee at the Conference on implementing the tasks of the Grassroots Democracy Regulations in 2017.

In 2016, the development and implementation of the Grassroots Democracy Regulations in the province were seriously and promptly deployed. Currently, the whole province has registered to build 76 bright spots for implementing the Grassroots Democracy Regulations; 480/481 communes, wards and towns have People's Inspection Boards and Community Supervision Boards. 100% of provincial agencies have established Grassroots Democracy Regulations Implementation Boards and People's Inspection Boards; supplemented the development of financial transparency regulations, internal spending regulations, regulations on management and use of public assets; regulations on recruitment, promotion, commendation and discipline of cadres.

Implementing the democratic regulations at the workplace in the enterprise sector according to Decree 60/2013-ND-CP, all state-owned enterprises have collective labor agreements signed between the director and the union chairman, and develop the unit's operating regulations.

At the conference, delegates exchanged and shared experiences and good practices in implementing grassroots democracy regulations in administrative agencies, wards, communes and enterprises.

Besides evaluating the achieved results, the delegates also pointed out the shortcomings and limitations in 2016, discussed the directions and tasks to better and more substantially implement the grassroots democracy regulations in 2017.

Speaking at the conference, the Standing Vice Chairman of the Provincial People's Committee - Le Xuan Dai noted some shortcomings in the implementation of the Grassroots Democracy Regulations in 2016. At the same time, he emphasized some tasks that need to be focused on in 2017, which are: The Standing Agency reviews and completes the members of the Steering Committee at all levels appropriately; Redefines the functions and tasks, strengthens the role of the steering members, closely follows the assigned areas for close direction; Strengthens the direction of Party committees at all levels in implementing directives and resolutions on mass mobilization work.

Comrade Le Xuan Dai emphasized that currently, party committees at all levels are implementing the review in the spirit of Resolution 4 of the Central Committee (Term XII), requiring party committees at all levels to develop a post-review action plan in conjunction with the implementation of the Grassroots Democracy Regulations.

Strengthen the leadership of Party committees, the implementation of the government, the Fatherland Front and people's organizations in implementing the Grassroots Democracy Regulations; effectively carry out the emulation movement of skillful mass mobilization.

Promote administrative reform; government mass mobilization work; strengthen internal inspection work of agencies and units; continue to innovate the government's management methods; improve the public ethics of officials and civil servants. Increase contact and dialogue with the people; focus on resolving complaints and denunciations; urgent and prominent cases from the grassroots. Carry out well the supervision and social criticism of the Vietnam Fatherland Front and mass organizations.

Link the implementation of the Grassroots Democracy Regulations with socio-economic development, improve people's lives, maintain national defense and security, promote new rural construction, and strive to comprehensively complete the 2017 socio-economic development plan.

On this occasion, 12 collectives were awarded Certificates of Merit by the Chairman of the Provincial People's Committee for their good implementation of the Grassroots Democracy Regulations in 2016./.
