Solving the problem of secondment and rotation
The issue that received many opinions at the conference was the implementation of the policy of rotating and transferring teachers, managers and sending teachers to schools in disadvantaged areas. Many opinions affirmed that the district has had a plan and method for this work in the past time, which was public, transparent and effective; the proof is that there were no petitions or complaints on this issue.
However, in practice, there are still some shortcomings that, according to Ms. Duong Thi Hoa - Principal of Nghi Lam Secondary School, the rotation and secondment period of only 1 - 2 years will create a mentality of "going to do duty" and then returning, affecting the quality of education for schools receiving rotated and seconded teachers.

Also raising this issue, Mr. Nguyen Dinh Hoi - Principal of Nghi Thach Secondary School said that the rotation period, special assignment 1-2 years and after returning for 1-2 years, some teachers continue to rotate, special assignment 2, 3 times, creating ideology for teachers.
From that reality, Mr. Nguyen Dinh Hoi proposed that the district should increase the rotation and assignment time to 3 years and each teacher should only go once.
In addition to the deadline, some opinions also pointed out shortcomings in the evaluation and classification of transferred and seconded teachers.

Some opinions also suggested that the district should change the rotation regulations, transferring teachers from one region to another, but should rotate within clusters, avoiding teachers having to travel too far.
On the other hand, it is necessary to rotate managers who have held a position in an environment for more than 10 years; rotate teachers who have worked for many years in the school but have no creativity or contribution to improving the quality of education to avoid inertia, create motivation for teachers to improve, thereby contributing to improving the quality of education.

Resolve responsibly
At the dialogue, 13 principals and chairmen of school unions sent to the Nghi Loc district Party Committee and government 30 urgent and inadequacies related to education quality, rotation and transfer of managers and teachers, and implementation of policies for workers.
Concluding the dialogue, comrade Pham Hong Quang - Member of the Provincial Party Committee, Secretary of Nghi Loc District Party Committee requested the District People's Committee and relevant departments and offices to study to resolve and fully respond to the opinions raised at the dialogue with the view that the concerns must be resolved and resolved in accordance with regulations.

The Secretary of Nghi Loc District Party Committee assigned the District People's Committee to direct relevant departments and the district Social Insurance agency to coordinate to completely resolve the "story" of social insurance debt in schools before August 31, 2020, in order to ensure the rights of employees when they retire or take maternity leave or are sick.
If the fault lies with state management, it must be remedied, and if it lies with the schools, the principals and school accountants must take responsibility, and not let the workers suffer.
