Therefore, we must never underestimate the voice of the people, especially the voice of the people at the grassroots level. At the same time, we must promote the people's "filter" of supervision to participate in controlling power, fighting against "buying positions and power", individualism, localism, and appointing relatives in personnel work.

The Lieutenant General also said that in our country, there is a situation where everyone takes responsibility for their own achievements, while shortcomings, mistakes, and weaknesses are often the collective's, as the folk saying goes, "If you want to avoid responsibility, hiding in a collective is the safest."
