Be alert to plots to sabotage the election of deputies to the 15th National Assembly

Election of XV National Assembly Deputiesand People's Council delegates at all levels for the 2021-2026 term is an important political event, taking place at a time when the Party Congresses at all levels, the 19th Provincial Party Congress and the 13th National Party Congress have just successfully taken place. Successfully carrying out the election will practically contribute to building and perfecting the socialist rule of law state of the people, by the people, for the people, in order to elect exemplary representatives with virtue, talent, worthy of representing the will, aspirations and mastery of the people in the National Assembly and People's Councils at all levels for the new term, is an extremely important task for our entire Party, people and army.

However, contrary to that wish,hostile forcesand political opportunists have shown a hostile and opposing attitude and see this as an opportunity to sabotage. Currently, taking advantage of cyberspace, many reactionary exiled organizations such as "Viet Tan", "Provisional National Government of Vietnam", "Trieu Dai Viet" and a number of individuals and opposition groups in the country are conducting activities to incite, distort, and promote illegal acts related to elections. Among them, Le Van Dung (Dung Vova), Le Trong Hung... in Hanoi are leading. Their purpose is to attract widespread opposition to self-nominate, distort election regulations, cause insecurity and disorder, and sabotage the upcoming election of National Assembly deputies and People's Council deputies at all levels.

Recently, on his personal Facebook, Le Trong Hung posted an article "Running for election as a National Assembly member is a national demand, therefore it is the duty of citizens". In his article, Hung strongly criticized current National Assembly members, and at the same time claimed that he was a model "model citizen, standard citizen, pure citizen" which Hung generally called "great citizen", thereby calling on "great citizens" like Hung to be ready to participate in running for election as a National Assembly member in the upcoming term, while Hung is a subject with a "criminal record", having been prosecuted and tried by authorities for "propaganda against the Socialist Republic of Vietnam", after being released from prison, Hung "returned to his old ways" and continued to oppose the regime; while Dung Vova has made thousands of video clips distorting, defaming, and exaggerating sensitive social issues posted on Facebook pages. In addition, Le Van Dung and Le Trong Hung, along with other opposition elements, are trying to connect, entice, and incite extremist complaints in localities, collect information about complaints, then insert distorted content, defame leaders, and sabotage the election to spread and broadcast on "CHTV"...

With the responsibility of leading the State and society, our Party promptly issued Directive No. 45-CT/TW dated June 20, 2020 of the Politburo on leading the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term, requiring: Party committees and organizations at all levels to focus on leading and directing the election in the spirit of democracy, equality, legality, safety, economy and truly a festival for all people; the selection and introduction of candidates and self-nomination for National Assembly deputies and People's Council deputies at all levels must ensure compliance with the procedures, regulations of the law, and instructions of competent agencies. And in reality, in the organization of all stages and steps of the election process, there is close leadership and direction, taking place democratically, equally, and in accordance with legal procedures to promote the people's mastery to the highest level, and improve the quality of representatives.

Implement the leadership and direction of the Central Government, thoroughly graspmeaning, importanceIn the lead-up to the election, Party committees, authorities and election committees at all levels in Nghe An province have proactively and urgently developed and implemented the election plan for the XV National Assembly and People's Councils at all levels for the 2021-2026 term. Accordingly, on January 20, 2021, the Standing Committee of Nghe An Provincial Party Committee issued Decision 107-QD/TU on the establishment of the Election Steering Committee with the Provincial Party Secretary as the Head of the Steering Committee; on February 2, 2021, the Nghe An Provincial Election Committee decided to establish sub-committees and working groups to assist the Election Committee, and at the same time issued Plan 05/KH-UBBC on the implementation of the election. Up to now, the implementation of the election plan is taking place on schedule, ensuring publicity and democracy, receiving special attention from cadres, party members and people of all walks of life. That shows that the schemes behind the dissemination and propaganda of "cyber democracy" subjects can only deceive gullible people, but cannot shake the people's steadfast faith in the leadership of the Party and the management of the State.

From now until the election day, hostile forces will intensify their distortions and sabotage of the election. For the election to be a success, Party committees at all levels need to seriously implement Directive No. 45-CT/TW dated June 20, 2020 of the Politburo on leading the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term. In particular, it is necessary to affirm the leadership role of the Party, clearly demonstrate a resolute attitude against the manifestations of deception and incitement by hostile forces, contributing to maintaining the people's hearts against the sabotage of hostile forces. Step up information and propaganda work so that all cadres, party members and people of all walks of life in the province clearly understand the meaning and importance of the election; the provisions of the Law on Election of National Assembly and People's Council Deputies; the rights, obligations and responsibilities of citizens; and encourage voters to voluntarily, actively and proactively participate in the election. Party committees, authorities, and socio-political organizations at all levels need to coordinate closely to grasp political thoughts, aspirations, and aspirations; propose timely solutions to sensitive issues and issues that may arise; and propagate to ensure the highest voter turnout. At the same time, it is necessary to strengthen the construction of a healthy, diverse, and rich information environment, creating conditions for the majority of people to access official, reliable, positive, and humane information, avoiding reactionary forces from taking advantage of social networks and environmental protection issues to incite people to gather in large numbers.

In addition, develop and deploy plans to ensure political security and social order and safety; promptly and legally resolve citizens' complaints and denunciations; prevent all acts of taking advantage of democracy and violating election laws. Resolutely fightagainst all distortions, plotting and carrying out activities to sabotage the election, taking advantage of the election to disrupt security and order, plotting to divide the great national unity bloc, combining promoting the propaganda and mobilization role of prestigious people and the exemplary role of cadres and party members.

To ensure that the election is conducted democratically, equally, legally, safely, economically and truly a festival for all people, in the coming time, functional agencies and government organizations at all levels will have a lot of work to do to ensure the success of the election. It is necessary to raise vigilance, promptly fight and strictly handle before the law the sabotage and disturbance tricks of hostile forces, not allowing any individuals or organizations to distort and defame the regime, take advantage of democracy to lead public opinion and sabotage the election. The successful organization of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is also a concrete action to implement the resolutions of Party congresses at all levels, the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress into real life./.
