(Baonghean.vn) - With the aim of preventing people, specifically pedestrians, from having to cross the street, especially in places with high traffic density, pedestrian overpasses have been installed in some places in Vinh City. However, in reality, they are almost empty and very few people use them.

For example, at Le Duan Street, the authorities have built a pedestrian overpass at the intersection of Le Duan - Nguyen Van Troi, also known as Vinh University intersection. The bridge is 36.3m long, 2.4m wide, made of precast steel beams, covered with a dome-shaped roof, with a total investment of about 3 billion VND. The bridge was put into use in November 2016. However, in reality, the bridge only worked at first, because the people around here, as well as students, were curious and wanted to try it out, and many students went to the bridge just to take pictures and post them on Facebook. Similarly, right in front of Bac Vinh Bus Station, the northern gateway of Vinh City, with high traffic density, for the convenience of people, especially passengers traveling from the inner city to the station to catch a bus, a pedestrian overpass has been installed right here across Thang Long Street, with a similar design to the overpass across Le Duan Street. There are many reasons for this situation. One of them is the current pedestrian habits, because when asked, most of them answered that walking on the overpass is safe but time-consuming and tiring, while taking a shortcut across the street is faster. A student confessed: I'm in my second year of study but I've never walked on the overpass, because in reality, taking a shortcut is more convenient, and no one has ever been fined for walking across the street, so it's become a habit... In fact, it is estimated that the pedestrian overpass is about 5-6 meters high with access roads going up and down, if going over the bridge it will only take about twice the distance compared to crossing the street with many dangers for both pedestrians and other vehicles. But it is worth mentioning here, although according to Decree 100/2019/ND-CP, cases where pedestrians do not walk in the correct lane, cross the median strip, cross the street in the wrong place or do not ensure safety will be fined 60,000 - 100,000 VND/case. However, up to now, the authorities have mainly reminded, rarely penalized pedestrians crossing the street. This creates a subjective mentality, people do not have the awareness to comply. Authorities need to study and arrange signs requiring people to use pedestrian overpasses, strengthen management, maintenance, and ensure hygiene. Above all, while pedestrians are not really self-conscious, the Traffic Police force needs to increase inspections and strictly punish this behavior. In particular, it is necessary to pay attention to handling pedestrians crossing the road in areas where there are pedestrian overpasses but people do not use them. Only then will we not waste billions of dollars in traffic works as at present, contributing to reducing traffic congestion and accidents in the area, and also to build and form a cultural habit for traffic participants.
