Correcting working style, improving public ethics: Must start with setting an example

(Baonghean) - Promoting the exemplary responsibility of leaders, the sense of discipline, order, working style and manners of civil servants and public employees are important factors in deciding the building of a clean and strong Party organization and an honest, constructive and people-serving government.

Promote the role of the leader

During his lifetime, President Ho Chi Minh advised: "Setting an example is the best way to lead when the Party is in power, because a good example is more valuable than hundreds of speeches." Therefore, to raise awareness of administrative discipline and responsibility for performing public duties among cadres and civil servants, first of all, the head of the agency or unit must fulfill his or her responsibility to set an example.

In Tan Ky district, through practice, it can be seen that, up to now, the leadership and direction to focus on handling outstanding and urgent cases in the area has been slow, passive, confused and time-consuming, in which the main responsibility belongs to the leaders.

Therefore, after the Party Congresses at all levels for the 2015-2020 term, the Standing Committee of Tan Ky District Party Committee proactively selected 8 urgent and prominent cases of long-term nature to focus on handling and develop a roadmap and solutions for implementation. In which, the responsibilities of individuals and collectives, especially the role of the Standing Committee, were clearly assigned.

Each comrade who regularly performs the district party committee is responsible for solving a difficult problem, then the vice chairmen, members of the Standing Committee, the Executive Committee and the departments... Thanks to that, up to now, 5/8 cases have been completed, including maintaining peace among the cadres and party members of Song Con Agricultural One Member Co., Ltd. and focusing on directing the completion of the conversion according to Decree 118/2014/ND-CP; consolidating the political system and stabilizing the situation in Gia De hamlet (Nghia Dung commune), ending the practice of people going to the headquarters of the People's Committee at the commune and district levels to file complaints related to the granting of sand and gravel mining licenses to private enterprises.

Successfully organized and handled the land dispute between Song Con Sugarcane Joint Stock Company and Hoa Cuong private enterprise... The remaining 3 difficult tasks have only been completed by 50%, and the district is determined to complete them in the first quarters of 2017. "The experience is that in addition to clearly assigning responsibilities, the leader must regularly check and review the progress of implementation. For the Provincial Party Committee of the Provincial Agencies, to promote the role and responsibility of the leader, the Standing Committee of the Party Committee of the Block directed the implementation of the policy of unifying the position of Party Committee Secretary and head of the agency or unit.

Up to now, 40/57 subordinate Party Committees have implemented unification, with 356/410 Party cell secretaries under the grassroots Party Committees being heads of specialized departments and divisions. When implementing this model, the apparatus structure is more streamlined, creating unity and consensus from the issuance of policies to leadership and direction of political tasks, saving meeting time, maximizing the capacity of the leader, overcoming the situation of pushing, avoiding responsibility or "difference" between the Party Secretary and the head of the agency or unit in direction and operation. This model also requires the leader to have a very high Party spirit, be exemplary, dare to do, dare to take responsibility and have the ability to cover both the fields of Party work and professional tasks".

Besides, the identification of responsibilities of heads of some agencies and units in administrative reform work has not received due attention; the management of cadres and civil servants in some grassroots party organizations has not been strictly ensured and lacks closeness.

In 2017, the Provincial Party Committee of the Provincial Party Committee chose to implement the theme: "Discipline, administrative discipline and improving the quality of Party activities" associated with the implementation of Resolution 4 of the Central Committee (12th term), Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Committee. At the same time, an official dispatch was issued requesting Party committees to include the content of administrative reform in the review content, clarify the role and responsibility of the leader, have specific solutions to improve working style, enhance the spirit and responsibility of performing public duties of cadres, civil servants and public employees.

Reality shows that where leaders are exemplary and caring, there is good discipline, administrative discipline, and responsibility for performing public duties of cadres and civil servants, and vice versa. Therefore, "to improve responsibility, public ethics and especially the service spirit of cadres and civil servants, we must first promote the responsibility of leaders".

In addition to setting an example, the head must promote the role of directing and leading the unit so that cadres, party members and civil servants strictly implement. In addition, it is necessary to properly assess the quality and qualifications of cadres, civil servants and public employees as a basis for arranging, transferring and assigning personnel suitable to job positions. Resolutely streamline the number of civil servants and public employees with weak capacity, lacking a sense of responsibility, and failing to complete assigned tasks in accordance with the provisions of law," said Comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs.

Implementing the streamlining of staff according to Resolution 39-NQ/TW and Decree 108 of the Government, as of December 2016, Nghe An has streamlined 921 people, including 25 civil servants, 896 commune-level officials and civil servants.

Strengthening people's grasp and grassroots solidarity

Being close to the people, staying close to the grassroots, promptly resolving people's needs, and strengthening dialogue to resolve arising issues are also policies that Party committees and authorities at all levels have resolutely implemented to build a government by the people and for the people. With more than 20 years of experience in many positions at the commune level, comrade Tran Cong Hoan - Party Secretary of Hung Nhan commune (Hung Nguyen) said: To create trust among the people, cadres must "stick with the team, wade through the fields", be dedicated to their work, and match words with actions.

For matters that people need from daily matters such as lack of water for production, pests and diseases to big issues such as cemetery planning, waste collection, high-income field development, etc., officials, especially the leadership team, should not only grasp the situation through reports but must go to the site to resolve it. Agreeing with this point of view, comrade Hoang Van Phi - Secretary of Hung Nguyen District Party Committee said: For urgent and prominent cases that directly affect the interests of the people, the district has a policy of not avoiding and is ready to dialogue with the people in all cases to find a common voice.

Particularly for large projects related to site clearance such as the VSIP Complex Project, the District Party Secretary and the District People's Committee Chairman personally got involved to explain to the people about the policies and guidelines in compensation and support for site clearance and the urgent importance of the project. Thanks to that, for the 50 hectares of phase 1, the people highly agreed and handed over the full area of ​​land as committed.

The change in working mindset towards being close to the people and close to the grassroots has also been exemplary implemented by the provincial leaders, not only at the district level but also at the commune and hamlet levels. As a businessman who regularly contacts with key contacts in the provincial-level agency system, Mr. Tran Anh Son - Permanent Vice President of Nghe An Outstanding Business Association frankly stated: To create a real change in the awareness and actions of each state official, it is impossible to call for general "reforms" but need to go into substance with specific sanctions to create changes in both quality and quantity, avoiding serving in the current "desk" command style.

From the practice of management, Director of the Department of Transport Nguyen Hong Ky said: "In addition to the human factor, information technology is a tool to meet the requirements of leaders in solving work quickly and conveniently. At the same time, it helps leaders control the quality, efficiency, time and progress of work of cadres and civil servants to publicly and transparently disclose information, synchronize "input" and "output".

Up to now, the Department of Transport has put into use nearly 20 types of software to serve management work such as: electronic office software TD-Office, traffic infrastructure management software Mobiwork, administrative violation handling software, automatic queue numbering software with photo capture to ensure accuracy and fairness.

Many other opinions say that: To create a synchronous change in the entire system, towards an honest, creative and developing government, we must overcome the situation of lax management, strengthen the work of directing, urging, inspecting, supervising, and reminding civil servants to strictly comply with discipline and administrative discipline. Because after all, strictly implementing discipline and administrative discipline is to create the best environment for each cadre, civil servant, and public employee to fulfill their responsibilities to the Party and the people.

And the most important thing is to create a breakthrough in personnel work from the initial recruitment stage to training, fostering, rotation, and appointment because as Uncle Ho said, "Cadres are the root of all work", "the success or failure of work depends on good or bad cadres".

At the working session with the leaders of Nghe An province on February 19, 2017, Prime Minister Nguyen Xuan Phuc set out the vision for 2025: Nghe An must become a fairly good province in the North Central region, together with Ha Tinh and Thanh Hoa, creating a new emerging growth pole in industry of the whole country. To do so, it is necessary to overcome the situation where the Government, ministries and branches move but the province has not moved; or the province moves but the district and commune levels have not implemented it thoroughly, strongly improve the investment environment, strive for PCI to be in the fairly good group of the whole country, not the below average group as it is now, and become a land of startups and attracting talents.
