Party cell at the 'head of the storm'

(Baonghean) - One of the tasks directed by the Hoang Mai town Party Committee is to continue to innovate and improve the quality of Party cell activities. Accordingly, the coastal Party cells have had many flexible ways of working, suitable to local characteristics, affirming their role as the grassroots political nucleus.

Coming to Ai Quoc block, a coastal village of Quynh Phuong ward, many people were surprised by the bustling market, crowded fishing wharf, concreted roads, and street lights throughout the residential areas. Leading us to visit the block, Party cell secretary Ho Ngoc Hoa said that Ai Quoc block has 230 households with 1,200 people, the main economic activity in the area is seafood exploitation and fishing logistics services.

In the Party cell meetings, Party members often discuss two issues: economic development and new rural construction. Recently, around the Can market area of ​​the block, a street market has appeared selling aquatic and seafood products, not only making the area messy, unsanitary, posing a potential risk to traffic safety, but also affecting the business activities of people in the traditional market.

Faced with that situation, in a regular meeting, the Party cell discussed, agreed and requested the policy of installing security cameras and speakers on site, to monitor and remind traders at the flea market to focus on the main market. Thanks to that, trading was carried out in an orderly and proper manner.

For example, the Party cell issued a resolution to build roads and received consensus from the people, specifically the road from Cau Da to the cultural house, mobilizing each household to contribute 5 million VND to build ditches and upgrade roads, contributing to changing the face of the countryside.

The above are just two of many contents that the Patriotic Party Cell has led closely, correctly, and effectively in practice. To achieve that result, comrade Ho Ngoc Hoa said that before each meeting, the Party Cell always sought the opinions of the Ward Party Committee to build more scientific activities; draft reports and plans were also sent to each Party member. During the Party Cell's activities, international, domestic, and local information was selected and presented briefly and concisely; the remaining time was for Party members to discuss and contribute ideas to build plans and resolutions close to reality for leadership and implementation.

Also belonging to the Quynh Phuong Ward Party Committee, the Than Ai Party Cell has divided 31 party members into 10 clusters, each cluster has 3-4 party members whose task is to closely follow and grasp the situation at the grassroots level. Therefore, the content of the Party Cell's meetings is close to the reality of life, and the resolution is built closely to the reality of the development tasks of the bloc. "Thereby, we have overcome the previous situation, the content of the meetings was monotonous, focused on popularization, discussing general issues, and the Party Cell's tasks did not go into in-depth analysis", Secretary of the Than Ai Bloc Party Cell Ho Hai Son shared.

Ai Quoc or Than Ai are all party cells whose party members are fishermen who directly participate in production at sea, so the most difficult thing is to gather them for activities. Deputy Secretary of the Quynh Phuong Ward Party Committee Nguyen Van Chuong said that in order to bring party cell activities and discipline, the Party Committee has built a separate schedule for party cells with many party members who go to sea on bright moon days (from the 13th to the 18th of the lunar calendar, usually around the 4th to the 9th of the solar calendar), when party members are fishermen on vacation. Thanks to that, the number of party members attending the activities reached 95%.

The "big waves"

Quynh Lap Ward has 40 party members directly participating in seafaring, accounting for 1/5 of the total number of party members of the ward Party Committee. For example, Dong Tien Party Cell currently has 3/10 party members directly participating in seafaring. With that characteristic, the Party Cell assigns each party member the responsibility of following the ship, grasping and orienting ideology, propagating, and mobilizing people to firmly grasp the Party's guidelines and policies, and the State's laws and policies.

“Assigning specific responsibilities to Party members - fishermen has helped them become “big waves” playing a pioneering role in implementing and bringing the Party and State’s guidelines and policies to the people; leading the masses to preserve their ancestors’ traditional occupation, going out to sea, sticking to the sea, and protecting the sovereignty of the sea and islands,” Secretary Nguyen Van Mai affirmed.

Regularly doing a good job of information work, thereby having timely measures to support fishermen in each offshore trip is always the task and responsibility of party members - fishermen. Typically, in recent times, coastal party cells have gathered and called on people to stick to the sea to fish in the Hoang Sa fishing grounds, creating a movement with strong attraction, raising awareness that this is a traditional fishing ground, not only "rice fields", "mulberry fields" but also a "path" at sea for fishermen to reach more distant seas of the Fatherland. In 2017, Quynh Lap ward alone called on 41 local ships to go offshore to create sacred "living milestones" in Hoang Sa.

It can be said that for coastal party cells, the most difficult thing is that most party members and elite people often have to go to sea for long periods of time. Therefore, to support and share, Hoang Mai City Party Committee has assigned district party committee members in charge of the area to rotate activities with the party cell in charge at least once a month, reporting the results of monthly activities to evaluate and summarize the activities of the party cells and promptly direct, overcome limitations, and remove difficulties and obstacles at the grassroots level.
