Only two departments and branches require the Fatherland Front to participate in policy criticism.

In 2017, implementing the coordination program, the two sides effectively coordinated the national target program on sustainable poverty reduction, the program on new rural construction; major movements chaired by the Fatherland Front at all levels, such as "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods", "Fund for the poor"; emulation movements to fight and denounce crimes, protect the environment, traffic safety, food safety and hygiene...

Through that coordination, it has contributed to promoting the implementation of the province's common political tasks; especially, 27 more communes have met the new rural standards in the year, bringing the total number of communes meeting the standards in the province to 181 communes and increasing the average criteria in the province to 14.3 criteria/commune; reducing the poverty rate in the province to 7.3%.

People's Committees at all levels have also coordinated and created conditions for the Fatherland Front at all levels to perform well its function of participating in Party and government building. The highlight is to propagate and mobilize the implementation of policies at all levels, and at the same time, gather people's opinions and feedback to send to authorities at all levels for resolution, meeting people's aspirations.

The two sides coordinate to create conditions for the Fatherland Front to organize dialogue activities between the grassroots government and the people, contributing to promoting the people's mastery, stabilizing the situation, and improving the quality of grassroots government activities. The two sides also coordinate to create conditions for the Fatherland Front at all levels to participate in monitoring and giving feedback on 4 topics at the provincial level, hundreds of topics at the district level, and thousands of topics at the commune level.

In addition to the active coordination, at the meeting, the two sides also clarified the limitations and shortcomings in the coordination work. According to Mr. Nguyen Duc Thanh, Head of the Democracy - Law Committee, Provincial Fatherland Front Committee, the coordination and creation of conditions for the Fatherland Front to participate in criticizing the policies, mechanisms and strategies of the Provincial People's Committee and other sectors are still limited.

For example, in 2017, the Provincial Fatherland Front Committee sent documents to many departments, branches and units at the provincial level proposing content for the Provincial Fatherland Front to participate in the response, but only 5 departments and units responded and only 2 units requested for the Provincial Fatherland Front to participate in the response. Similarly, in 2018, the Provincial Fatherland Front Committee also sent documents to units in November 2017, but so far only 5 units have responded, of which 2 units have proposed content for the Provincial Fatherland Front to respond.

According to Mr. Nguyen Duc Thanh, the reception, implementation and response to recommendations after supervision by the Provincial Fatherland Front Committee for sectors and units has not been serious.

At the meeting, in addition to the coordination contents that were deployed in 2017, many opinions proposed to strengthen effective coordination in the fight against corruption and waste; better resolve suggestions, reflections, aspirations and petitions of citizens...

Speaking at the meeting, in addition to appreciating the effectiveness of coordination between the two agencies, Chairman of the Provincial People's Committee Nguyen Xuan Duong also pointed out a number of shortcomings and limitations to be overcome in the coming time. Specifically, on the part of the Provincial Fatherland Front Committee, the building and expansion of patriotic emulation movements are still limited; the work of gathering and promoting the role of dignitaries and officials is not really effective; the grasp of public opinion and handling of some issues is not timely; the effectiveness of propaganda and dissemination of laws is not high.

On the part of the Provincial People's Committee and branches, the Chairman of the Provincial People's Committee admitted: The work of directing the implementation of grassroots democracy regulations, government mass mobilization, especially the publicity of projects, compensation policies, and site clearance is not timely in some places and at some times. Departments, branches, and units have not proactively registered with the Vietnam Fatherland Front Committees at all levels to participate in giving feedback on socio-economic development projects, promulgated policies, mechanisms, and policies; and have not coordinated well in resolving complaints and denunciations of citizens sent by the Vietnam Fatherland Front.

The Chairman of the Provincial People's Committee also pointed out 5 key coordination tasks in 2018, which are to coordinate propaganda and mobilize all classes of people to well implement the goals, targets and tasks of socio-economic development, national defense and security in the province; coordinate to well implement patriotic emulation movements; coordinate propaganda and dissemination of laws to all classes of people, coordinate to strengthen national defense and security, maintain social order and safety and ensure conditions for the Fatherland Front at all levels to better perform the tasks of social supervision and criticism.

The two sides will also strengthen coordination in making recommendations to the Party and State on policies and strategies to strengthen the building and consolidation of the great national unity bloc and policies for Front officials at all levels...
