1. Assign medium-term investment plans of state budget capital to ministries, branches and localities

The Prime Minister has just assigned ministries, agencies and People's Committees of provinces and centrally run cities to plan and list of projects to allocate medium-term public investment capital from the central budget (including government bond capital) for the period 2016 - 2020 (phase 3).
Ministries, agencies, People's Committees of provinces and centrally run cities shall, based on the list of projects and the medium-term public investment plan using central budget capital for the period 2016 - 2020 (phase 3) assigned, notify units of the list and medium-term investment plan using central budget capital for the period 2016 - 2020 (phase 3) according to regulations; report to the Ministry of Planning and Investment and the Ministry of Finance before December 31, 2017.
2. Fines up to 30 million VND for violations of regulations on service prices at seaports

Decree No. 142/2017/ND-CP stipulates a fine of VND 500,000 to VND 1 million for the following acts: Not posting sea freight rates, surcharges, and seaport service prices on the enterprise's website or at its headquarters as prescribed; posting sea freight rates, surcharges, and seaport service prices unclearly, causing confusion for customers.
If the above violations are repeated, the fine will be from 1 million to 3 million VND.
For the act of declaring insufficient contents of the price declaration document after the competent state agency receiving the price declaration has issued a written reminder, requesting to re-submit the price declaration document, a fine of from 1 million VND to 3 million VND will be imposed.
A fine of VND 3 million to VND 5 million shall be imposed for each of the following violations: Failure to notify in writing the adjusted price increase or decrease to the competent state agency in cases where price notification must be made according to the provisions of the law on prices; applying the declared price beyond the time limit prescribed by the law on prices from the date of price declaration to the competent state agency.

The Prime Minister has just approved the Project to Complete the System of Construction Norms and Prices.
The general objective of the Project is to perfect the system of construction norms and prices (including urban service norms and prices) in line with the socialist-oriented market economy and international integration in the period of 2017 - 2021 and the following years, contributing to improving investment efficiency, creating a transparent and competitive construction market, and preventing loss and waste in construction investment.
The goal is to complete the review of published norms by 2018 in the direction of overcoming shortcomings in application explanations, technology, and promulgation by many decisions, including: The system of construction and urban public service cost estimates announced by the Ministry of Construction; The system of specialized and specific cost estimates announced by specialized Ministries and Provincial People's Committees.
4. Strengthen legal education for people serving prison sentences

The Prime Minister has just approved the Project to strengthen the dissemination and education of law for people serving prison sentences; people subject to judicial measures or administrative measures; people newly released from prison reintegrating into the community; juvenile offenders and homeless people in the period 2018 - 2021.
The project is implemented in prisons, temporary detention camps, temporary detention centers, reform schools, compulsory education facilities, compulsory drug rehabilitation facilities, social assistance facilities, communes, wards and towns nationwide from 2018 to 2021.
5. Urgently complete the Long Thanh Airport Land Acquisition Project Report

The Prime Minister assigned the People's Committee of Dong Nai province to preside over and coordinate with the Ministry of Transport and relevant agencies to urgently review and complete the content of the Feasibility Study Report on the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport.
To implement Resolution No. 53/2017/QH14 dated November 24, 2017 of the National Assembly (XIV tenure) on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport, the Prime Minister assigned the People's Committee of Dong Nai province to preside over and coordinate with the Ministry of Transport and relevant agencies to urgently review and complete the content of the Report; on that basis, assigned the Ministry of Planning and Investment to preside over and organize the appraisal of the above Report, and submit it to the Prime Minister for consideration and decision.

Deputy Prime Minister Vuong Dinh Hue requested ministries, agencies and localities in the 2018-2020 period to strengthen propaganda and training on cooperative law for the entire political system, cadres, party members and people of all walks of life to clearly understand the 2012 Law on Cooperatives;
The role and benefits of cooperatives in socio-economic development are diverse and rich: organizing conferences, seminars, talks, organizing competitions to learn about cooperatives, opening specialized magazines and columns on collective economic development and cooperatives on mass media, organizing exhibitions and fairs to introduce cooperative products, creating reportages and television series about cooperatives.
Continue to monitor, inspect and urge the implementation of the provisions of the Law on Cooperatives; research and propose solutions to overcome shortcomings in the provisions of the Law on Cooperatives 2012 (such as debts, capital contribution ratios, mandatory dissolution procedures, sanctions for violations of the Law, etc.) to suit the actual situation of each development stage; direct and guide the handling of cases of cooperatives that do not register and reorganize their operations according to the Law on Cooperatives 2012; cooperatives that are dissolved but have problems with debts and capital contributions; do not let cooperatives exist in form.
7. Implementing the Resolution on developing the Mekong Delta to adapt to climate change

Prime Minister Nguyen Xuan Phuc requested the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development, and relevant agencies to develop a comprehensive action program to implement Resolution No. 120/NQ-CP dated November 17, 2017 of the Government on sustainable development of the Mekong Delta in response to climate change.
The Prime Minister noted that when developing the Action Program, it is necessary to clearly identify the main tasks and solutions associated with the assignment of specific tasks to each ministry, branch, and locality, the implementation time, and the main results to be achieved to ensure scientific and feasible nature; focus on urging, inspecting, and supervising the implementation progress annually; and report to the Prime Minister for consideration and approval before February 2018.
8. Clearing construction and equipment serving oil and gas activities

The Prime Minister has just issued a Decision regulating the clearance of works, equipment and means serving oil and gas activities.The Decision clearly states that within 9 months from the date of commercial exploitation or 1 year from the date of putting an oil and gas project into operation, organizations and individuals must prepare a plan to clean up the oil and gas project and submit it to the Ministry of Industry and Trade for consideration and approval.
The Decision clearly states the regulations on clearing oil and gas works, including: 1- Clearing oil and gas exploration, development and exploitation works, including: Clearing fixed works at sea; clearing floating vehicles; inland pipelines at sea; preserving or canceling oil and gas wells; clearing oil and gas exploration, development and exploitation works on land; 2- Clearing gas works, including: Clearing works and equipment for gas collection, processing, transportation and gas pipelines at sea; clearing gas pipelines on shore, across rivers, lakes, fixed works; clearing gas processing and processing plant works.
9. Regulations on protection of maritime works

The Government has just issued Decree 143/2017/ND-CP regulating the protection of maritime works.
This Decree regulates the protection of maritime works in Vietnam, including: Scope of protection of maritime works, determination of scope of protection of maritime works in some special cases, supervision of implementation and responsibilities of relevant ministries, branches and localities in activities of protecting maritime works.
Maritime works include ports, wharves, offshore oil and gas ports, buoy terminals, navigation channels, turning basins, maritime signals, maritime support systems, breakwaters, sand-blocking dykes, diversion dykes, and shore protection dykes invested in, constructed or established in seaport waters and sea areas of Vietnam.
10. Operating a boat beyond its age limit will be severely punished.

According to Decree No. 142/2017/ND-CP, inland waterway vehicles entering, leaving and operating at seaports beyond their expiry date will be fined up to 75 million VND and have their captain's license revoked...
Specifically, the Decree stipulates the fine for the act of exploiting ships beyond their service life as follows: Vehicles carrying dangerous goods, oil, liquefied gas, and hovercraft beyond their service life will be fined from 45 to 55 million VND.
A fine of 55 - 65 million VND applies to passenger transport vehicles with a capacity of more than 12 people that are past their expiration date and are not overnight tourist accommodation ships, floating hotels, floating restaurants, or hovercraft.
Floating restaurants, floating hotels, and overnight tourist accommodation vehicles that exceed their usage period will be fined from 65-75 million VND.
In addition to the above fines, violating organizations and individuals will also have their captain's license or captain's professional competence certificate revoked for a period of 2-3 months for violations according to the above regulations./.
