Outstanding direction and management of the Government and Prime Minister last week

1. Regulations on rearrangement and handling of public assets

The Government has issued Decree 167/2017/ND-CP regulating the rearrangement and handling of public assets.

This Decree regulates the rearrangement and handling of public assets including: Land, houses, constructions and other assets attached to land of agencies, organizations, units and enterprises that are currently managed and used (except for houses and land of joint stock companies that are allocated land by the State, leased land or legally transferred after the competent authority has approved the equitization plan; houses and land rented, sub-leased, received as capital contributions, kept as collateral, borrowed from other organizations and individuals and other houses and land that are not owned by agencies, organizations, units or enterprises); automobiles; machinery, equipment and other public assets at agencies, organizations and units.

2. Approving the staffing of civil servants of state administrative agencies in 2018

According to the decision, the total number of civil servants in 2018 of state administrative agencies, organizations, and representative agencies of Vietnam abroad (excluding the number of civil servants in public service units and commune-level officials and civil servants), reserve civil servant numbers and numbers of special-purpose associations operating nationwide is 265,106.

Specifically, the number of civil servants in state administrative agencies and organizations is 263,621, of which: Administrative agencies and organizations under ministries, ministerial-level agencies, agencies under the Government, organizations established by the Government and the Prime Minister that are not public service units have 107,392 positions; administrative agencies and organizations under the People's Councils and People's Committees at provincial and district levels have 155,161 positions; Vietnamese representative agencies abroad have 1,068 positions.

3. Review and ensure the quality of appointment to the titles of professor and associate professor.

The Government Office has just issued a document conveying the Prime Minister's instructions on the appointment of the titles of professor and associate professor.

After the State Council for Professor Titles announced the list of candidates meeting the standards for the titles of professor and associate professor in 2017, there was a lot of information (including on the mass media) reflecting that the number of candidates meeting the standards for professor and associate professor had increased dramatically compared to previous years, along with many concerns about quality (such as not having enough books or scientific articles, not having enough time to teach, do scientific research...); some Council members had very few (or even no) international scientific research publications compared to the candidates.

The Prime Minister requested the Minister of Education and Training and Chairman of the State Council for Professor Titles to seriously consider and thoroughly review to ensure quality according to regulations; report to the Prime Minister before February 20, 2018.

4. Instructions for calculating the total mass of narcotics in the Penal Code

The Government has just issued Decree 19/2018/ND-CP regulating the calculation of total mass or volume of narcotics in a number of articles of the 2015 Penal Code.

Accordingly, the calculation of total mass or volume of narcotic substances must be objective, scientific and carried out according to the methods and procedures prescribed in this Decree.

The mass or volume of narcotic substances as prescribed in this Decree is the mass or volume of narcotic substances seized or proven during the investigation, prosecution, and trial. The determination of the mass of opium in opium dens, diluted opium, and mixed opium is calculated based on opium containing 10% morphine as the basis for conversion.

The percentage of mass or volume of each drug is calculated according to the provisions of this Decree. If it is a decimal number, it must include one digit after the decimal point and not be rounded.

5. Establishment of the State Capital Management Committee at Enterprises

The Government has just issued Resolution 09/NQ-CP to establish the State Capital Management Committee at Enterprises.

Specifically, the Government resolved to establish the State Capital Management Committee at Enterprises as an agency under the Government, performing the function of representing the owner of enterprises in which the State holds 100% of the charter capital and the State capital invested in joint stock companies and limited liability companies with two or more members according to the provisions of law.

The State Capital Management Committee at Enterprises has legal status, a seal with the national emblem and an account opened at the State Treasury.

6. Conditions for ensuring food safety for food additives

The Government has just issued Decree 15/2018/ND-CP detailing the implementation of a number of articles of the Law on Food Safety.

Accordingly, this Decree details the implementation of a number of articles of the Law on Food Safety on: Procedures for self-declaration of products; procedures for registration of product declarations; ensuring the safety of genetically modified foods; granting of Certificates of establishments meeting food safety conditions; state inspection of imported and exported food safety; food labeling; food advertising; conditions for ensuring food safety in the production of health protection foods; conditions for ensuring food safety in the production, trading and use of food additives; traceability of food origin; assignment of responsibilities for state management of food safety.

7. Strengthen management of temporarily imported cars of preferential beneficiaries

Deputy Prime Minister Vuong Dinh Hue requested the Ministries of Finance, Foreign Affairs, Public Security, and Transport to coordinate closely and take measures to strengthen the management of temporary import of cars of subjects enjoying incentives and exemptions, according to their assigned functions and tasks.

The Deputy Prime Minister requested strict handling of violations; proposed amendments and supplements to current regulations to strengthen State management and conform to practical requirements.

8. Assign the development investment credit capital plan to the Social Policy Bank.

Illustration

The Prime Minister has signed a Decision to assign the State's 2018 development investment credit capital plan to the Vietnam Bank for Social Policies.

Accordingly, in 2018, the growth rate of total outstanding credit of the Social Policy Bank compared to 2017 is 8.5%.

The Prime Minister assigned the Ministry of Planning and Investment to preside over inspection, supervision and quarterly report to the Government on the implementation of the state development investment credit capital plan in 2018.

The Ministry of Finance reports to the Prime Minister the plan to issue government-guaranteed bonds in 2018 for the Vietnam Bank for Social Policies, ensuring that it does not exceed the public debt and government debt ceiling approved by the National Assembly.

The Vietnam Bank for Social Policies shall, based on the State's 2018 development investment credit capital plan, organize the implementation of the plan in accordance with the assigned capital level; periodically report monthly and quarterly on the implementation and disbursement of the plan to the Ministry of Planning and Investment and the Ministry of Finance in accordance with the law.

9.Continue to expand the issuance of personal identification numbers

The Ministry of Public Security shall preside over and coordinate with the Ministry of Justice and relevant ministries and branches to gain experience in the implementation and collection of population information, and continue to expand the issuance of personal identification numbers in localities, ensuring that by 2019 all 63 provinces and centrally-run cities will be issued personal identification numbers in accordance with the provisions of the Law on Citizen Identification, the Law on Civil Status and the direction of the Government and the Prime Minister.

The Government Office has just announced the conclusion of Permanent Deputy Prime Minister Truong Hoa Binh, Head of Steering Committee 896 at the meeting of Steering Committee 896.

10.Create motivation to promote emulation movements

That is one of the contents in Document No. 56/TB-VPCP, the conclusion of Prime Minister Nguyen Xuan Phuc at the meeting of the Central Emulation and Reward Council. The Prime Minister's conclusion also clearly stated that 2018 is the 70th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2018), the pivotal year for implementing the 5-year socio-economic development plan (2016 - 2020), to successfully complete the socio-economic tasks of 2018;

Implementing the Government's action theme "Discipline, integrity, action, creativity, efficiency", emulation and reward work needs to focus on promoting propaganda on President Ho Chi Minh's patriotic emulation ideology, the Party's guidelines and policies, the State's laws on emulation and rewards, Directive No. 22-CT/TW dated January 23, 2018 of the Secretariat on promoting emulation movements towards the 70th anniversary of President Ho Chi Minh's call for patriotic emulation.
