Nghe An's administrative reform index ranked 38th out of 63 provinces and cities.

(Baonghean.vn) - At the online conference to review the administrative reform work in the first 6 months of 2017 held on the afternoon of May 30, the Government announced the 2016 Administrative Reform Index of ministries, branches and localities. Accordingly, Nghe An ranked 38th out of 63 provinces and cities.

Specifically: the ministries and ministerial-level agencies are ranked in order: State Bank of Vietnam, Ministry of Finance, Ministry of Science and Technology, Ministry of Transport, Ministry of Information and Communications, Ministry of Justice, Ministry of Culture, Sports and Tourism, Ministry of Foreign Affairs, Ministry of Planning and Investment, Ministry of Home Affairs, Ministry of Health, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Construction, Ministry of Education and Training, Ministry of Natural Resources and Environment, Ethnic Committee, Government Inspectorate, Ministry of Labor, Invalids and Social Affairs...

The order of the provinces: Da Nang, Hai Phong, Hanoi, Dong Nai, Binh Duong, Quang Ninh, Dong Thap, Vinh Phuc, Bac Ninh, Thua Thien Hue, Ninh Binh...

Opening the conference, Deputy Prime Minister Truong Hoa Binh - Politburo member, Head of the Government's Steering Committee for Administrative Reform said: The most important movement in state administrative reform is the building of working institutions, reducing backlog of procedures, building a one-stop shop and interconnected one-stop shop mechanism; moving towards building a creative government to serve the people.

However, the speed of administrative reform is still slow and does not meet the requirements of the new situation. There are still many tasks to be performed to improve the effectiveness of administrative reform in localities and units.

Deputy Prime Minister Truong Hoa Binh, Politburo member, Head of the Government's Steering Committee for Administrative Reform, presided over the Central bridge. Presiding over the Nghe An bridge were comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dau Van Thanh - Director of the Department of Home Affairs; Le Duc Cuong - Chief of Office of the Provincial People's Committee. Attending were representatives of leaders of relevant departments, branches, sectors and units.

Previously, Minister of Home Affairs Le Vinh Tan - Member of the Party Central Committee, Deputy Head of the Government's Steering Committee for Administrative Reform reported on the results of administrative reform in the first 6 months of 2017, stating: Up to now, the whole country has had 4 ministries, 32 provinces and centrally-run cities proactively implementing and announcing the results of measuring the satisfaction of people and organizations within the sector and locality with many diverse ways and methods. The Government has issued 69 decrees to contribute to gradually perfecting the socialist-oriented market economic institution.

The Ministry of Home Affairs has appraised 21/21 ministries and ministerial-level agencies to review their functions, tasks, powers and organizational structures towards streamlining and efficiency. By the first quarter of 2017, 10/30 ministries, branches and 21/63 provinces and cities had issued action plans or programs to implement Resolution No. 19-2017/NQ-CP.

To date, 11 ministries and branches have participated in connecting the national single window mechanism with 37 administrative procedures; receiving and processing on the National Single Window Portal over 264,000 sets of administrative procedure records of over 9,400 enterprises.

In the first 6 months of 2017, 5,062 more people were streamlined, bringing the total number of streamlined staff from 2015 to present to 22,673 people; 14,791 people in public service units; 4,086 people in commune-level civil servants and 122 people in state-owned enterprises.

Regarding public administrative reform, the Prime Minister signed 7 decisions promulgating the list of public careers using the state budget of central ministries and branches. In addition, the Ministry of Finance coordinated with 6 ministries and branches to complete and submit to the Prime Minister a draft decision promulgating the list of public careers using the state budget in the fields of: culture, sports, tourism; science and technology; natural resources, environment and construction.

Regarding administrative modernization, by February 2017, 29/30 ministries, branches and 59/63 provinces and centrally run cities had issued plans to implement the construction of e-Government architecture at the ministerial and provincial levels. 19/30 ministries, ministerial-level agencies, agencies under the Government and 63/63 localities publicly announced the progress of processing records on the Government's electronic information portal.

At the conference, the Government also pointed out the shortcomings and limitations that need to be overcome and proposed 11 tasks and solutions to implement administrative reform in the last 6 months of 2017. Accordingly, the shortcomings that need to be overcome are the quality of legal documents that do not meet requirements; backlog of documents; some localities have not fully publicized administrative procedures on the electronic information pages of provincial-level professional agencies and district-level administrative units; problems in connecting software at public administrative centers and receiving and returning results departments; slow implementation of the autonomy mechanism of public service units...

At the conference, there were 11 comments, including 4 comments from ministries and 7 comments from localities on improving the effectiveness of administrative reform at all levels./.
