Trick to get a job at Nghe An Police Guest House for 180 million VND

Scam 235 million dong
GrandfatherLVB (born in 1964) residing in Hanh Lam commune, Thanh Chuong district has a daughter who just graduated from university but has not found a job yet. Around November 2018, through many relationships, Mr. B's daughter got to know Cao Thi Thanh Vinh, who was considered to be able to find a job.
When I picked up the phone to call Vinh, Vinh said that she was Cao Thi Dieu Linh, currently working at the Economic Police Department, Ministry of Public Security. Seeing Linh asking for a job, Vinh thought for a while and then said that there was currently a job opening at the Nghe An Police Guest House for 180 million VND.

Mr. B's family thought for a day and then called Vinh to agree. On December 6, 2018, Mr. B and his daughter went to Vinh City to meet and give Vinh 100 million VND at Huong Giang Cafe in Le Mao Ward, Vinh City and a job application. After that, Mr. B's family continued to send money through BIDV Bank account and transferred cash directly as requested by Ms. Linh with a total amount of 235 million VND.
After waiting for a long time but still not seeing his son working, Mr. B. called Vinh and was promised again and again. When Vinh continued to ask Mr. B. for another 5 million VND to complete the application, Mr. Vinh suspected that he had been scammed and filed a complaint with Vinh City Police.
A day later, Mr. B. brought 5 million VND to the meeting place agreed upon with Vinh. While Vinh was receiving money from Mr. B. on Hoang Phan Thai Street, Nghi Phu Commune, Vinh City, he was discovered and caught red-handed by the Economic Police Team of Vinh City Police.
At the Vinh City Police Department, Vinh confessed that he had used the fake name Cao Thi Dieu Linh and impersonated that he was currently working at the Economic Police Department - Ministry of Public Security to make Mr. B's family trust him and give him money. In fact, Vinh had no ability to find a job for Mr. B's daughter as promised.

In fact, Vinh is currently working at the Administrative Organization Department, North Central Geological Federation (Tran Phu Street, Le Mao Ward, Vinh City). Confessing the amount of 235 million VND from Mr. B., Vinh said that he spent it all on personal matters, and burned the documents Mr. B. gave him without paying any attention to finding a job for Mr. B.'s son.
After the investigation, the Vinh City Police Department decided to prosecute the case and prosecute Cao Thi Thanh Vinh for fraud and property appropriation. Vinh confessed to all her crimes. However, because she was raising a child under 36 months old, the Investigation Police Department did not apply the preventive measure of temporary detention, but instead issued an order prohibiting her from leaving her place of residence.

Taking advantage of the lenient policy of the law, Vinh fled the locality, obstructing the investigation process. In that situation, the Vinh City Police Department issued a wanted notice for Cao Thi Thanh Vinh and organized forces to arrest her.
After more than 2 months on the run, on July 24, Vinh was discovered and arrested by Vinh City Police while hiding in a local hotel.
Through the investigation and expansion of the case, Vinh also confessed to having committed 3 more frauds in the form of “running” jobs for families with children who were looking for work. Accordingly, Vinh had fraudulently applied for jobs for VBB’s relatives residing in Muong Long commune, Ky Son district to work at the Department of Legal Policy - Ministry of Natural Resources and Environment and had taken tens of millions of VND.
In addition, she also defrauded Ms. NTA (born in 1984), residing in Hung Chinh commune, Vinh city, with the promise of applying for a job at the North Central Geological Federation for a total amount of 150 million VND. She received a "deposit" of 50 million VND.
In a similar situation, Ms. NTN (born in 1995), graduated from medical college but had no job, through an introduction, Vinh promised her a job in the medical field at her agency. Believing Vinh's words, in January 2018, Ms. N. met and gave Vinh 3 million VND so that she could meet the "boss" to discuss the matter.
In February 2018, Vinh continued to call and ask for money to “get” a job. Ms. N. met him and gave him 20 million VND. In March 2018, Ms. N. continued to give Vinh another 2 million VND, for a total of 25 million VND, but to this day Ms. N. has not been able to find a job as Vinh promised.
Up to now, the Vinh City Police Department has clarified that Cao Thi Thanh Vinh has defrauded 4 victims with a total amount of over 400 million VND by applying for jobs. Currently, the Vinh City Police Department has issued a temporary detention order for Cao Thi Thanh Vinh to continue to investigate and expand the case.
