The Government issued a set of new rural criteria at commune, district and provincial levels for the period 2021 - 2025.
(Baonghean.vn) - Permanent Deputy Prime Minister Pham Binh Minh signed Decisions No. 318, 319, 320, 321 dated March 8, 2022 promulgating the National Criteria Set for Advanced and Model New Rural Communes for the 2021-2025 period; the National Criteria Set for New Rural Districts; regulations for provinces and centrally run cities to complete the task of building new rural areas for the 2021-2025 period.

The national criteria set for new rural communes has 19 criteria. Specifically, the Planning group has 1 criterion (1- Planning); the Socio-Economic Infrastructure group has 8 criteria (2- Transportation; 3- Irrigation and disaster prevention and control; 4- Electricity; 5- Schools; 6- Cultural facilities; 7- Rural commercial infrastructure; 8- Information and communication; 9- Residential housing); the Economic and production organization group has 4 criteria (10- Income; 11- Multidimensional poverty; 12- Labor; 13- Production organization and rural economic development); the Culture - Society - Environment group has 6 criteria (14- Education and Training; 15- Health; 16- Culture; 17- Environment and food safety; 18- Political system and access to law; 19- National defense and security).
For each criterion, the Decision specifies general targets as well as targets for each region: Northern midlands and mountainous areas; Red River Delta; North Central Coast; South Central Coast; Central Highlands; Southeast; Mekong River Delta.
A model new rural commune has at least one smart village model.

According to regulations, the model new rural commune in the period 2021 - 2025 is the commune:
1- Achieving advanced new rural standards in the period of 2021 - 2025; for communes that have been recognized as meeting advanced new rural standards in the period of 2018 - 2020, it is necessary to focus on reviewing, directing implementation, and fully meeting the standard level according to the requirements of the National Criteria for Advanced New Rural Communes in the period of 2021 - 2025.
2- The average income per capita of the commune at the time of consideration and recognition as a model new rural commune must be 10% or higher than the average income per capita applied according to regulations for advanced new rural communes at the same time.
3- There is at least 1 smart village model, specifically regulated by the Provincial People's Committee.
4- Meet the criteria for a model new rural commune in at least one of the most outstanding areas (production, education, culture, tourism, environmental landscape, security, order, digital transformation, etc.) with typical local values, issued by the Provincial People's Committee.
New rural districts must have a people's satisfaction rate of 90% or higher.

Deputy Prime Minister Pham Binh Minh signed Decision No. 320/QD-TTg dated March 8, 2022 promulgating the National Criteria for New Rural Districts; regulations on towns and provincial cities completing the task of building new rural areas and the National Criteria for Advanced New Rural Districts for the period 2021 - 2025.
One of the criteria for a new rural district in the 2021-2025 period is that the satisfaction rate of local people with the results of new rural construction in the district reaches 90% or more (in which the satisfaction rate of people in each commune with the results of implementing each content of new rural construction reaches 80% or more).
The province has completed the task of building new rural areas with at least 40% of communes meeting advanced new rural standards.
Deputy Prime Minister Pham Binh Minh signed Decision 321/QD-TTg dated March 8, 2022, stipulating that provinces and centrally run cities must complete the task of building new rural areas in the 2021-2025 period.
Accordingly, the conditions for provinces and centrally run cities to complete the task of building new rural areas are: at least 20% of districts in the area meet advanced new rural standards in the 2021-2025 period; at least 40% of communes in the area meet advanced new rural standards in the 2021-2025 period; the satisfaction index of people and organizations with the service of State administrative agencies under the management of provinces and centrally run cities reaches 90% or more...
