The Government directs research to build the Thanh Thuy - Vinh - Cua Lo economic corridor.

The Government has just issued Resolution No. 306/NQ-CP dated October 5, 2025 on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050.

One of the notable contents of the Resolution related to Nghe An is the orientation of research on building the Thanh Thuy - Vinh - Cua Lo economic corridor, linked with the Vinh - Thanh Thuy expressway.

The project is about 60 km long, the starting point connects to Dien Chau - Bai Vot expressway at Hung Tay intersection in Hung Nguyen commune, the end point connects to Thanh Thuy Border Gate Economic Zone, bordering Bolykhamxay province, Laos.

According to the plan, the project has a scale of 6 complete lanes, design speed of 100 km/h (difficult sections 60 - 80 km/h).

However, based on forecasting transportation demand and balancing resources, the first phase of the project proposes to invest in a complete 4-lane scale.

Bridges and roadbeds at special locations are still built on a 6-lane scale, and site clearance work is carried out within the 6-lane area.

The preliminary total investment for this expressway is about 23,950 billion VND; the project is expected to start construction in 2026 and be put into operation in 2029.

According to the adjusted National Master Plan for the 2021 - 2030 period, with a vision to 2050, the country's development space is organized into 6 socio-economic regions associated with 34 provinces and centrally-run cities.

Nghe An belongs to the North Central region including 5 provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue.

The remaining 5 socio-economic regions include: The Northern midland and mountainous region includes 9 provinces: Lang Son, Cao Bang, Thai Nguyen, Tuyen Quang, Phu Tho, Lao Cai, Lai Chau, Dien Bien, Son La. The Red River Delta region includes 6 provinces and cities: Hanoi, Hai Phong, Ninh Binh, Hung Yen, Bac Ninh, Quang Ninh.

The South Central Coast and Central Highlands region includes 6 provinces and cities: Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong. The Southeast region includes 3 provinces and cities: Ho Chi Minh City, Dong Nai, Tay Ninh. The Mekong Delta region includes 5 provinces and cities: Can Tho, Vinh Long, Dong Thap, An Giang, Ca Mau.

The Government aims for the North Central region to have an average GRDP growth rate of about 10 - 10.5%/year in the period 2026 - 2030. To achieve this goal, one of the important orientations is to build the coastal area of ​​Thanh Hoa - Nghe An - Ha Tinh into an industrial development center of the region and the whole country, becoming a national driving force.

At the same time, the Government also emphasized the construction of a synchronous and modern transport network, associated with the formation of the North-South economic corridor through the region and the East-West corridors connecting international border gates, large urban areas and seaports.

On that basis, the Government selected areas along the Eastern North-South Expressway, National Highway 1 and the coastal road, linked with provincial central urban areas, coastal tourist urban areas and coastal economic zones of the three provinces of Thanh Hoa - Nghe An - Ha Tinh to form the North Central dynamic region.

This is one of the five dynamic regions and national growth poles along with the Northern dynamic region, Southern dynamic region, Central dynamic region and Mekong Delta dynamic region.

In the North Central dynamic region, the Government determined to build it into a center of petrochemical, metallurgical, mechanical engineering, automobile and supporting industries of the whole country; at the same time, rapidly develop new industries such as electronics, semiconductors, artificial intelligence, digital technology industry, high-tech industries..., creating a driving force to promote the socio-economic development of the whole region;

In addition to the industrial sector, developing marine tourism centers associated with coastal tourist cities; seaports and seaport services, and logistics services are also priority directions, contributing to expanding development space and enhancing the competitiveness of the North Central region in the coming period.
