On the evening of September 26, the Government decided to establish a frontline command committee to respond to storm No. 4. The frontline command committee will be located in Da Nang city, headed by Deputy Prime Minister Le Van Thanh.

On September 26, Prime Minister Pham Minh Chinh signed Decision No. 1136 on the establishment of a Frontline Steering Committee to direct the response to Storm No. 4. The Frontline Steering Committee is located in Da Nang City, headed by Deputy Prime Minister Le Van Thanh, Head of the National Steering Committee for Natural Disaster Prevention and Control, Chairman of the National Committee for Natural Disaster Response and Search and Rescue. The Deputy Head of the Committee is Mr. Le Minh Hoan, Minister of Agriculture and Rural Development, Permanent Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control.

Deputy Prime Minister Le Van Thanh, Head of the National Steering Committee for Natural Disaster Prevention and Control, Chairman of the National Committee for Natural Disaster Response and Search and Rescue, is the head of the frontline steering committee to direct the response to storm No. 4.

Members include representatives from the Ministry of National Defense, Public Security, Natural Resources and Environment, Transport, Industry and Trade, Construction, Information and Communications, Agriculture and Rural Development, Government Office, Office of the National Steering Committee for Natural Disaster Prevention and Control, Office of the National Committee for Natural Disaster Response and Search and Rescue.

The Frontline Command Committee is responsible for directly directing, inspecting, and urging sectors and localities to deploy response work to Storm No. 4, ensuring the most timely and effective protection of people's lives and minimizing damage caused by the storm; directing and promptly resolving arising situations. The Frontline Command Committee regularly updates the situation and reports to the Prime Minister.

According to the National Center for Hydro-Meteorological Forecasting, storm No. 4, international name Noru, is a very strong storm. The storm is expected to directly affect the area from Thua Thien - Hue to Binh Dinh with an intensity of level 13-14 on the morning of September 28.

It is worth noting that this is an open sea area, so with winds of level 13, gusting to level 14-15, it is very dangerous. Therefore, the disaster risk level for this area has been raised to level 4 with a very high risk./.
