Forest protection and development policy associated with payment for forest environmental services

(Baonghean) - Some readers asked: On September 9, 2015, the Government issued Decree No. 75/CP on mechanisms and policies for forest protection and development, associated with the policy of rapid and sustainable poverty reduction and support for ethnic minorities in the period 2015 - 2020. It is known that this is a decree of special importance for forest protection and development. So what issues does the decree regulate? What is the validity of the decree?

- The Decree consists of 13 articles stipulating the following contents:

+ Policy to support forest protection contracts

+ Policy to support forest protection and regeneration of forests, with additional afforestation

+ Policy to support production forest planting and development of non-timber forest products

+ Policy to support protective forest planting

+ Policy of subsidizing rice for afforestation to replace slash-and-burn cultivation

+ Credit policy

+ Funding for policy implementation

+ Applicable objects

+ Scope of adjustment

+ Responsibilities of the Provincial People's Committee; Responsibilities of central ministries and branches (specifically the responsibilities of the Ministry of Agriculture and Rural Development, the Ethnic Committee, the Ministry of Planning and Investment, the State Bank of Vietnam, and relevant ministries and branches within the scope of their functions and tasks to direct the implementation of the provisions of this Decree.)

In addition, the Decree also stipulates the Effectiveness and responsibility for implementation. Accordingly, the Decree takes effect from November 2, 2015. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of People's Committees of provinces and centrally run cities, within the scope of their functions and tasks, are responsible for guiding and implementing this Decree.
