ACHIEVE MANY IMPORTANT RESULTS

On behalf of the Presidium, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered the opening speech of the Congress. He emphasized that the Congress has a very important task, focusing on completing 4 contents well, including: Conducting a review of the implementation of the Resolution18th Provincial Party Congress, correctly assess achievements, advantages, disadvantages, find out causes, especially subjective causes; draw lessons; at the same time clearly identify goals, directions, tasks, and specific solutions for the 2020 - 2025 term in the fields of: economy, society, foreign affairs, national defense, security, Party building, and political system building.

Along with that, the Congress continued to discuss and contribute opinions to the draft documents of the 12th Party Central Committee to be submitted to the 13th National Congress of the Party; selected and elected the 19th Provincial Party Executive Committee; elected the Delegation to attend the 13th National Congress of the Party;The 13th National Congress of the Party.

Accordingly, in the 2015 - 2020 term, in addition to favorable conditions, the implementation of the Resolution of the Provincial Party Congress encountered many difficulties. However, promoting the tradition of patriotism, revolution, culture and homeland of President Ho Chi Minh, the Provincial Party Committee led and directed all levels of government, organizations in the political system and the people to unite and strive to achieve important results.

In particular, the economy has developed quite rapidly, comprehensively, in a sustainable direction, creating a favorable foundation for the coming period. The GRDP growth rate is quite high, reaching an average of 7.20%. The average GRDP per capita by the end of 2020 is estimated at 44.01 million VND, an increase of 1.5 times compared to 2015.

The economic structure continues to shift in the right direction. Annual budget revenue always meets and exceeds the assigned estimate. Total social investment capital in the 2016-2020 period is estimated at more than 314,000 billion VND, an increase of more than 1.7 times compared to the previous term.

New rural construction has become a widespread movement, achieving many important results. The number of communes and districts meeting new rural criteria has exceeded the Resolution's target and is higher than the national average; the appearance of rural areas has increasingly improved, and people's lives have been improved.

By the end of 2019, the whole province had 265 communes meeting new rural standards, reaching 61.48% (after rearranging commune-level administrative units, the whole province had 245/411 communes meeting new rural standards, reaching 59.61%); it is estimated that by the end of 2020, the number of communes will reach 68.37% (national average 54%). 6 district-level units were recognized for completing the task of building new rural areas; 674 villages and hamlets were recognized for meeting new rural standards according to the province's criteria.

Culture and society have made many advances, people's lives have been improved. The poverty rate by 2020 has decreased to 3%, achieving the target set by the Resolution.

National defense and security are maintained, social order and safety are ensured. Foreign affairs activities are implemented systematically, extensively and effectively. Administrative reform is focused on...

The work of building the Party and the political system has achieved many important results. The political capacity and leadership capacity of Party committees and organizations at all levels have been enhanced.

The implementation of Resolution No. 4 of the Central Committee (term XI, XII), Directive No. 05-CT/TW of the Politburo in conjunction with the implementation of regulations on setting examples has been seriously implemented. The arrangement of the organizational apparatus in conjunction with streamlining the payroll and implementing pilot models has initially shown effectiveness.

The grassroots political system, especially in special areas, has been consolidated. All stages of personnel work have been implemented in an increasingly systematic manner. Discipline and order have been enhanced, maintaining solidarity and unity within the Party and the political system.

The political report presented to the Congress 26 main targets until 2025 in the fields of economy, culture - society, environment, national defense, security, Party building and political system; along with 2 groups of main tasks and solutions in the fields: Economy, society, national defense, security and foreign affairs, Party building, political system building; 6 key tasks, 3 development breakthroughs, 9 key programs and projects.

The general objectives for the 2020-2025 term presented to the Congress are: Building a clean and strong Party organization and political system. Promoting the historical and cultural traditions, the people of Nghe An, the will to be self-reliant and the desire to rise up; proactively innovating, bringing Nghe An to develop quickly and sustainably; firmly ensuring national defense and security; striving to make Nghe An a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030.

Next, the Congress listened to Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council present the Review Report of the 18th Provincial Party Executive Committee submitted to the 19th Provincial Party Congress; thereby clearly pointing out the advantages, disadvantages, causes, some lessons learned, and solutions to overcome and limit the shortcomings.

On behalf of the Presidium, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee presented to the Congress the Draft Action Program to implement the Resolution of the 19th Provincial Party Congress with specific contents, such as the time to organize the dissemination and propaganda of the Resolution, develop the program and action plan for implementation; main solutions to implement the key tasks of the Resolution.

Thereby, aiming to soon concretize the orientation, tasks, and solutions of the Resolution into programs, resolutions, and specialized projects to be implemented throughout the term, and at the same time concretize them into annual development plans for each field.

NGHE AN MUST CREATE THE MIRACLE OF SONG LAM

On behalf of the Politburo, comrade Nguyen Xuan Phuc - Politburo member, Prime Minister delivered a speech directing the Congress to acknowledge and commend the results achieved by the Party Committee and people of Nghe An in the past term; at the same time, he also pointed out shortcomings and limitations that need to be promptly overcome.

Regarding the Congress documents, the Prime Minister assessed: Nghe An has prepared carefully, seriously, scientifically, and absorbed the guidance of the Politburo, Central agencies, leaders of all periods, scientists, and people of all walks of life, clearly defining the goals, directions, tasks, and main solutions for the coming term, strategic orientations for 2030, and vision to 2045.

“In particular, you have demonstrated profound and comprehensive innovation and a spirit of openness, high political determination, closely following the viewpoints and orientations of the draft documents of the 13th National Party Congress, building high-quality reports and documents, suitable to practical conditions, crystallizing the intelligence, efforts, will and aspirations of the Party Committee, government and people of Nghe An province,” the Prime Minister assessed.

The Prime Minister emphasized that, taking Uncle Ho's teachings to heart, the 19th Congress of Nghe An Provincial Party Committee should frankly point out that, although it has achieved encouraging results, it has not yet fulfilled Uncle Ho's wish for the Party Committee and people of the province to become one of the better provinces in the North. Therefore, this Congress must put forth the highest determination to fulfill Uncle Ho's wish.

Accordingly, the Prime Minister has oriented and suggested key tasks and solutions that are both immediate and long-term in the coming term and the following years for the Party Committee and people of the whole province to pay attention to and focus on implementing. In particular, the province has determined its aspiration to strive to make Nghe An a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030. Therefore, Nghe An must turn its aspirations into reality, and conquer new heights and new aspirations.

“Nghe An must create a miracle on the Lam River that the whole country is expecting. This is the noble mission of the Party Committee, government and people of Nghe An province,” the Prime Minister emphasized, noting that the province needs to continue promoting the spirit of solidarity, greater determination, greater efforts and more drastic actions to create a breakthrough in development.

In addition, the province needs to strongly innovate thinking and working methods in planning and development plans; in building mechanisms and policies; in action programs; organize drastic and determined implementation at all levels and sectors with the participation of the entire political system, business community and all people; promote the strengths of the studious land to advance quickly and strongly in the 4th industrial revolution, create all conditions for innovation, creativity, start-ups, digital transformation with good human resources; shift development from breadth to depth, with a long-term vision...

The head of the Government also noted that the province continues to strengthen the work of building a strong Party and political system, creating new changes in the leadership capacity and fighting strength of the Party Committee. "Nghe An Party Committee must always be exemplary, maintain solidarity, build a truly strong Party Committee in all aspects, worthy of the tradition of the revolutionary homeland, the homeland of beloved Uncle Ho. Worthy of the trust of the Central Committee and the affection of compatriots and comrades nationwide for you," the Prime Minister advised.

Comrade Nguyen Xuan Phuc also asked the delegates attending the Congress to wisely choose to elect the new Provincial Party Executive Committee and the Delegation to the 13th National Party Congress representing the Party's intelligence, will and aspirations.
