Chairman of the Provincial People's Committee: 'All levels and sectors must strengthen dialogue with people and businesses'

On the morning of January 18, the Steering Committee for Grassroots Democracy Regulations (QCDC) of Nghe An province held an online conference with 21 connecting points to summarize the implementation of the grassroots QCDC in 2020 and deploy tasks for 2021.

DEMOCRACY IS WIDELY PROMOTED

In 2020, Party committees and authorities at all levels paid attention to leading and directing the implementation of grassroots QCDC, associated with the implementation of the province's political tasks.Steering Committee for implementing grassroots QCDCAll levels are consolidated and maintained to operate effectively. The grassroots political system continues to innovate its content and methods of operation towards being close to the people, respecting the people, serving the people, listening to the people's opinions, creating consensus in society.

The Fatherland Front and socio-political organizations have also actively coordinated with the authorities at all levels to effectively implement the grassroots QCDC. Through supervision, social criticism and participation in Party and government building, the Fatherland Front and mass organizations have propagated and mobilized the people to participate in patriotic emulation movements; socio-economic development, hunger eradication and poverty reduction, new rural construction, and civilized urban areas. Attention has been paid to the work of receiving people, resolving complaints and denunciations of citizens.

In communes, wards and towns, the implementation of grassroots QCDC is associated with the implementation of local political tasks and emulation movements."The Year of Smart Mass Mobilization 2020", the movement of the whole people uniting to build a cultural life, the national target program on building new rural areas, civilized urban areas... have many positive changes. People are informed about the major contents, discussed, decided, and supervised...

Attention has been paid to administrative reform and the settlement of administrative procedures to serve the people; regular dialogues and resolution of issues raised by the people have been held; and the people's right to supervise local activities has been promoted. The implementation of the QCDC at the grassroots level has had a positive impact on the local economic, cultural, social, defense and security development.

In state administrative agencies and public service units, the implementation of QCDC is well implemented. From here, it creates conditions for cadres, civil servants and public employees to contribute opinions to the heads of agencies and units, contributing to building a clean and strong Party, government and organizations. The working style and manner of cadres, civil servants and public employees are improved, performing well the assigned tasks.

In addition, the construction and implementation of QCDC at the enterprise level are focused on building and implementing in conjunction with the implementation of production and business tasks. Thanks to that, employees have a better understanding of their rights and obligations to the enterprise's activities, contributing to promoting the enterprise's production and business, improving the spiritual and material life of employees.

7 KEY TASKS IN 2021

Concluding the Conference, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Grassroots Democracy Regulations said that to evaluate the implementation of the Grassroots Democracy Regulations, it is necessary to put it in the context of 2020, a year with many important events but also many difficulties and challenges caused by the Covid-19 pandemic and natural disasters.

In that context, with the high consensus and unanimity of the people and the business community, the socio-economic development results have been positive; the movement to support people affected by natural disasters and the work of preventing and fighting the Covid-19 pandemic has been very strong; security and order have been ensured. Achieving these results has an important role in implementing the Grassroots Democracy Charter.

Summarizing the results as well as the shortcomings in implementing the grassroots QCDC in 2020, the Chairman of the Provincial People's Committee said that many members of the Steering Committee have not participated actively and qualitatively in activities; There are still a number of civil servants, although not many, who lack awareness and responsibility in implementing public ethics; there are still agencies and enterprises that are afraid to dialogue with workers and people...

Entering 2021, the first year of the term, with a large workload, in the context of many difficulties and challenges, to improve the efficiency and quality of implementing grassroots QCDC, the Chairman of the Provincial People's Committee emphasized that the implementation of grassroots QCDC must be associated withAction Program of the Provincial Party Executive Committeeand associated with the election of People's Council delegates at all levels for the 2021-2026 term.

In addition, it is necessary to continue to strengthen the leadership and direction of Party committees and authorities at all levels; the implementation of grassroots QCDC must be associated with the implementation of political tasks of each agency and unit; associated with administrative procedure reform, improving public ethics, and government mass mobilization work. All levels, sectors, and units must promote the people's right to mastery; continue to find, build, and replicate bright spots in the implementation of grassroots QCDC.

The Chairman of the Provincial People's Committee, Head of the Steering Committee for the grassroots QCDC, especially emphasized that in 2021, all levels, sectors and localities must increase contact and dialogue between leaders and people and businesses; try to resolve cases that have been causing people's concerns and lasting for many years. Thereby, contributing to attracting more investment projects in the province.
