Chairman of the Provincial People's Committee: Que Phong District needs to support the poor and those who dare to get rich

BUILD MANY STRONG PRODUCTS AND ITEMS

Reporting to the working delegation, the leaders of Que Phong district said that the average growth rate of added value in the period of 2016-2020 is expected to reach 9.07%/year; average income per capita increased from 19.98 million VND in 2015 to an estimated 28 million VND in 2020; the economic structure continues to shift positively, in the right direction. Total social investment capital is estimated to reach over 3,935 billion VND.

Production and business in some industries and fields have changed, many effective economic development models continue to be deployed and expanded; many strong products of the district have appeared such as passion fruit, yellow flower tea, raw sugarcane... bringing in quite large profits.

Culture and society have made much progress; the cultural identities of ethnic groups have been preserved and promoted; the cultural and spiritual life of the people has been gradually improved; the quality of teaching and learning has been increasingly improved.

Administrative reform has made remarkable progress, the new rural construction program has created a widespread emulation movement in the district. Political security and social order and safety in the area are stable, national defense and security are maintained. Foreign affairs have been strengthened.

Regarding the organization of party congresses, as of June 12, 2020, the district Party Committee had 34/41 grassroots party organizations completing their congresses.

Regarding the District Party Congress, it is currently in the process of being finalized to be submitted to the Provincial Party Committee Standing Committee for approval at the end of July, moving towards organizing the congress scheduled for August 2020.

In addition to the achieved results, the economic growth rate in Que Phong is still low; the progress of increasing budget revenue is slow; the construction of new rural areas has not achieved the set target. The application of science and technology in production is not much; attracting investment projects is still limited, the socio-economic efficiency in the project areas is not high.

The management of natural resources and environment is still limited, the illegal exploitation of mineral resources on a small scale still occurs. Compensation and resettlement for Hua Na hydropower plant still has many problems, which have not been resolved promptly and thoroughly. The living standards and income of the people are still low, the rate of poor and near-poor households is still high compared to the general level of the whole province and there is a potential risk of falling back into poverty.

Caring about improving people's lives

Concluding the meeting, Mr. Nguyen Duc Trung - Chairman of the Provincial People's Committee said that despite many difficulties, with the determination of the Party Committee, government and people, the district's socio-economic situation has achieved positive results.

In addition to the results achieved, the Chairman of the Provincial People's Committee also requested Que Phong district to clarify, evaluate, and point out the reasons why 10 targets did not meet the Congress's goals. In particular, the average income per capita of the district is very low. Or for the new rural construction program, why are the results so low? While Nghe An province is assessed to have done well in this work.

According to comrade Nguyen Duc Trung, Que Phong district needs to pay attention to hunger eradication, poverty reduction, training of ethnic minority cadres, and environmental protection. Pay attention to the activities of hydroelectric plants in the area, with the view of ensuring safety for the people. The district must also step up crime prevention, especially drug crimes, and promote new rural construction.

Regarding the direction and key tasks in the coming time, the Chairman of the Provincial People's Committee basically agrees with the district's viewpoint. And further suggests that Que Phong district must be placed in the overall development of the Western region. This is an area that must develop sustainably, ensuring environmental issues, forest protection, and border security.

To develop, Que Phong district must rely on planning, so it is necessary to complete the planning to serve as a basis for socio-economic development, from which to build appropriate policy mechanisms. With reality and available potential, the district needs to restructure the economy, focusing on areas where the district has advantages.

It is necessary to restructure the internal sector, possibly converting some areas of acacia forests to grow large timber trees combined with medicinal plants under the forest canopy. Pay attention to developing livestock, or cage fish farming... to create commodity products with high commercial value.”

For industry, the district needs to create conditions for projects to use available raw materials, invest in infrastructure, serve people's lives and economic development tasks; pay attention to improving the investment environment, creating favorable conditions for businesses to operate in the area.

Assessing that the income of local people is still low, the Chairman of the Provincial People's Committee suggested that the district should continue to pay attention to developing household economy; supporting the poor and those who dare to get rich, to create economic value, jobs and income for the people. Pay attention to forest protection, effective land management, ensuring national defense and security, building a solid national defense posture.

Building a clean and strong Party organization system; focusing on training a team of cadres who dare to think and dare to do, especially ethnic minority cadres. Preparing the best conditions to successfully organize the District Party Congress for the 2020-2025 term.
