(Baonghean.vn) - The People's Committee of Nghe An province has just issued a Decision to establish a Steering Committee and a Working Group to deploy and implement the arrangement and merger of commune-level administrative units in Nghe An province.

According to Decision No. 3118/QD-UBND dated August 12, 2019, the Steering Committee consists of 29 members including leaders of the Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Organization Department, the Provincial Party Committee's Mass Mobilization Department, the Department of Home Affairs, the Provincial Fatherland Front Committee, and many leaders of departments, branches and districts and towns with commune-level administrative units subject to merger.

Also in this Decision, the Provincial People's Committee established a Working Group to assist in the implementation of the arrangement and merger of commune-level administrative units in Nghe An province, consisting of 20 members, led by Mr. Nguyen Thang Long - Head of the Department of Government Building and Youth Work, Department of Home Affairs.

The decision also clearly states the duties and powers of the Steering Committee and the Working Group. Accordingly, the Steering Committee directs the development of a project to arrange and merge commune-level administrative units; directs the collection of voters' opinions; holds meetings with People's Councils at commune and district levels to approve the project, completes documents and procedures to submit to competent authorities for approval.

In addition, the Steering Committee directs information and propaganda work; prepares estimates, payments and finalizes expenses for implementing the project of arranging and merging commune-level administrative units; advises, directs and guides the consolidation and arrangement of the apparatus in the political system; public service units; arranges and implements regimes and policies for staff, civil servants and public employees; handover of facilities; receives and converts documents related to people, etc.

Previously, the Ministry of Home Affairs approved the overall plan for rearranging administrative units at district and commune levels in Nghe An province for the 2019-2021 period.

Accordingly, Nghe An province has 16 commune-level administrative units (14 communes, 2 towns) with both criteria (area, population) below 50% compared to regulations that must be arranged and merged with adjacent administrative units in phase 1 from 2019 - 2021.
