(Baonghean.vn) - Participating in the Conference on Education and Training Development in the North Central and Central Coast regions to 2030, with a vision to 2045, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized 5 more important groups of solutions to develop education and training in the region in the coming time.
On the morning of July 14, in Quang Tri province, the Ministry of Education and Training held a Conference on Education and Training Development in the North Central and Central Coast regions to 2030, with a vision to 2045; implementing Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045.
Attending and directing the conference were comrade Nguyen Kim Son - Member of the Party Central Committee, Minister of Education and Training; leaders of a number of central ministries, departments, branches and provinces in the North Central and Central Coast regions.
On the side of Nghe An province, attending the conference were comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Prof. Dr. Thai Van Thanh - Director of the Department of Education and Training.

IDENTIFYING THE PICTURE OF EDUCATION AND TRAINING IN THE NORTH CENTRAL REGION AND CENTRAL COAST
On November 3, 2022, the Politburo issued Resolution No. 26 on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045.
On December 29, 2022, in Resolution No. 168, the Government issued the Government's Action Program to implement Resolution No. 26. Pursuant to the direction of the Prime Minister, ministries, branches and localities have issued Action Programs to implement Resolution No. 26 of the Politburo and Resolution No. 168 of the Government.
Reporting at the conference, Deputy Minister of Education and Training Hoang Minh Son said that in recent times, localities in the region have paid attention to leading, directing and organizing the implementation of policies and guidelines of the Party, the State and the Ministry of Education and Training in the field of education and training in accordance with local practical conditions.

Some localities have had specific policies to create positive changes in the scale and quality of education; educational efficiency has changed dramatically, becoming educational centers of the whole country and gradually becoming educational centers of the region.
The scale and network of all levels of education have been invested in and developed synchronously, diversely, and in accordance with the actual conditions of each locality; The rate of mobilizing children and students to go to school at the right age at all levels has increased. The quality of general education has had positive changes. The rate of students moving up to the next grade at primary and secondary levels has tended to increase and is higher than the national average.
Facilities and teaching equipment are gradually strengthened towards solidification, standardization and modernization. The rate of schools meeting national standards at all levels increases annually and is higher than the national average.

Total state budget expenditure for education and training in the region has increased gradually over the years. Socialization of education continues to be effective. The scale of university and postgraduate training is stable and increasing gradually over the years.
Key education has achieved more and more positive results. The whole region currently has 17 specialized schools and 1 specialized high school. In the period 2013-2023, the number of students winning national excellent student awards in the region is 5,645 students, accounting for 23.3% of the total awards nationwide and 84% of the awards at regional and international Olympic competitions.
The quality of the region's labor force is increasingly improving, with the rate of laborers with degrees and certificates in the region in 2021 reaching 25.8%. In terms of the rate of trained laborers in socio-economic regions in 2021, the Central region ranked 3rd in the country after the Red River Delta and the Southeast.

Despite many remarkable achievements, the North Central and Central Coast regions are still regions with many development indicators lower than the national average. The review and arrangement of school and class networks in some places is not really effective, failing to ensure a learning environment for children and students.
The structure of teachers between subjects and levels of education is not uniform, there is still a local surplus or shortage in localities and schools. The quality of education is uneven between provinces and cities in the region. The training scale of some higher education institutions is not commensurate with the potential and strengths of each locality and the advantages of the region. There is a lack of connectivity between levels and training methods.
At the conference, localities in the region focused on discussing and identifying the regional education picture; exchanging and sharing good experiences in the past; proposing solutions to develop regional education and training until 2030, with a vision to 2045.
5 GROUPS OF SOLUTIONS FOR EDUCATION AND TRAINING DEVELOPMENT IN THE REGION
Presenting the paper “Achieved results, difficulties, obstacles and some solutions for developing education and training in the North Central and Central Coast regions”, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province said that in recent years, despite many difficulties and challenges, Nghe An's socio-economic development has achieved many positive results. In the field of education and training, Nghe An has gradually formed elements of the center of the North Central region.

Recently, at the conference summarizing 10 years of implementing Resolution No. 26 on the development of Nghe An province, the Politburo agreed to issue a new Resolution on the construction and development of Nghe An province to 2030, with a vision to 2045, in which Nghe An continues to be identified as the center of the North Central region in education and training.
Emphasizing some outstanding achievements, shortcomings and limitations in education and training of the region in general and Nghe An in particular, in addition to the solutions of the Ministry of Education and Training, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized 5 groups of issues to strive to turn the region into a center of innovation, creativity and entrepreneurship, capable of providing high-quality human resources for the region and the whole country.
In particular, focus on advising and developing policies, mechanisms and strategies to promote and motivate the development of education and training; build cooperation mechanisms between educational and training institutions, vocational education with industrial parks, enterprises and between higher education institutions in the region.

Develop mechanisms and policies to promote digital transformation and innovation in educational institution management. Develop strong enough mechanisms and policies to attract talents, experts, and good scientists. Focus on investment, promote digital transformation, scientific research, technology transfer, innovation, and creativity.
Build mechanisms and policies, form research centers to preserve and promote cultural identity, good values of the region, contribute to nurturing aspirations, ambitions, and contributions for students, form and develop life skills, life values, and global skills for students, help them become digital citizens, global citizens, meet the requirements of building a digital economy, digital society, and building a prosperous and happy society.
Pay attention to investing in developing the teaching staff, sufficient in quantity, ensuring quality, and consistent in structure; prioritize investment resources to ensure conditions for educational institutions to effectively implement Resolution 26 and successfully implement the 2018 General Education Program.
UNIQUE SOLUTIONS NEEDED FOR THE NORTH CENTRAL AND CENTRAL COASTAL REGIONS
Concluding the conference, Comrade Nguyen Kim Son - Minister of Education and Training emphasized that in recent times, the Ministry has been making efforts to carry out fundamental and comprehensive innovation in education and training in the spirit of Resolution No. 29 of the Party Central Committee.
During that process, the 6 Resolutions of the Politburo on socio-economic development and ensuring national defense and security of 6 regions across the country are of great significance, being the conditions to promote the development of education and training of the regions and the country.

Emphasizing the development and training orientations of the region in Resolution No. 26, the Minister of Education and Training said that the North Central and Central Coast regions have different characteristics from the rest of the country, so solutions for education and training development must also have their own unique features.
In particular, the organization of the education and training network with the system of distributing universities, vocational schools, and training groups needs to pay attention to the marine economic factor; it is necessary to take advantage of the diversity in the region and areas of this area so that when organizing education and training, it must take into account the factor of both developing key education, training, and nurturing talents, and taking into account the factor of fairness in education for mountainous areas, disadvantaged areas, and island areas. Moreover, this is an area with a tradition of studiousness and promoting achievements, so it is necessary to adjust the way of developing talents according to new models of the times.
Emphasizing the challenges of the region, Minister Nguyen Kim Son said that education has been systematic, extensive, and has a guaranteed network, but if there is no breakthrough solution, it could lead to pressing issues and inequity. Because currently, more than half of the provinces in the region do not have schools or special education centers specifically for people with physical disabilities; the proportion of non-public schools is unevenly distributed.

In addition, internationalization in education and training in the region needs to be further promoted. The Central region also does not have a corresponding education center and university; the university system must become a link, a support to improve the quality of education in the whole region.
Emphasizing solutions in the coming time, Minister Nguyen Kim Son said that it is necessary to focus on planning work, in which, planning to arrange the network of universities and colleges needs to aim at the task of further accelerating the development speed; researching and developing a number of universities in the direction of regional universities; researching and solving the existing operations of a number of universities and pedagogical colleges in a number of localities.
Localities need to consider planning to ensure land funds for education and plan a reasonable system of general schools and kindergartens; pay attention to resources for investment in facilities to make schools spacious; ensure the quality of education in remote mountainous areas, isolated areas, and islands by paying attention to human resources; pay attention to and promote digital transformation and have output solutions in job creation to increase the rate of university graduates, thereby improving the quality of human resources.
On the other hand, the Minister of Education and Training emphasized the need to innovate the specialized school model towards training, discovering and nurturing talents; prepare for general education innovation according to the new 2018 General Education Program with 6 general education classes; and pilot the new preschool education program.
The North Central and Central Coast regions include 14 coastal provinces and cities directly under the Central Government from Thanh Hoa to Binh Thuan (including 3 sub-regions: North Central, including: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri; the key economic region of the Central region, including: Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh and the South Central region, including: Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan.
