Opening the conference, Ms. Tran Thi My Hanh - Director of the Department of Culture and Sports reported a summary of the socio-economic development situation in 2022 and the directions, goals and solutions for 2023; approved the report on responding to opinions and recommendations of voters of Nam Dan district before and after the 7th session of the 18th Provincial People's Council; reported the content and expected program of the 11th session of the 18th Provincial People's Council.

Voters expressed their excitement and joy with the results of the province's socio-economic development; at the same time, they reflected many opinions related to the regime, policies, production and life.

Voter Nguyen Duc Phuc reported that in 1978, his mother bought a piece of land and after her death, she gave it to him. In 2007, his family exchanged land with Hamlet 13 to build a hamlet cultural house, and he received another plot of land at the Vuc Nang bridge intersection, adjacent to Highway 15A. However, since then, his family has not been granted a Land Use Rights Certificate. Voter Phuc requested that the cause be clarified and that the certificate be issued to his family soon.

Voter Dang Quoc Nhat reported that the landslide situation in the alluvial area along the river in the commune in recent years has been extremely serious, affecting the people's productive land. This voter requested that the authorities soon suspend and limit the exploitation of sand and gravel on the Lam River section passing through the area, in order to prevent landslides.

Voter Tran Van Vinh reflected that after the merger of hamlets and communes, the allowances for hamlet chiefs and organizations are still low, the allowances for police officers who are also deputy hamlet chiefs are still low, while the work is more. In addition, self-management groups at the grassroots level have almost no allowances. Voter Vinh suggested that the State have a policy to increase the allowances for these subjects.

Chairman of Khanh Son Commune People's Committee To Ba Thang said that the Huu Lam dike is about 8 km long, 4 km of which have been upgraded, the remaining 4 km have not been upgraded and are seriously degraded. He proposed that the province allocate funds to upgrade this dike. In addition, some areas such as Hamlet 8 have very weak power sources, power poles and wires are degraded and damaged, causing danger to people. He proposed to upgrade the capacity of the power station to stabilize the power source, replace the poles and bare wires to ensure safety for people.

Voters of Khanh Son commune also requested the State to pay attention to investing in building a road for the 5 South region of Nam Dan district; speed up the progress of the clean water investment project for the 5 South region in general and Khanh Son commune in particular; pay attention to allocating capital for the 5 South dike road because it was damaged during the construction of Yen Xuan bridge; pay attention to allocating funds to renovate and upgrade national and provincial historical relics in the commune.

Voters also suggested that there should be policies and regimes to support the mobile militia platoon of the commune; upgrade the power grid system in the area; clarify the overlapping situation of land granted to people for production and special-use forest land; increase funding to support physical training and sports activities in the commune; and pay due attention to the merits and contributions of Professor Ta Quang Buu, a son of Khanh Son commune.

Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that, as a delegate of the Provincial People's Council, he would seriously accept the opinions and recommendations of voters; the contents under his authority would be directed to be resolved, and the contents beyond his authority would be summarized and proposed to competent authorities for consideration and resolution.

The Chairman of the Provincial People's Committee also clarified and emphasized the contents related to the socio-economic development situation of the province in 2022. Despite many difficulties, with the efforts of all levels and sectors, the socio-economic results achieved positive results.

Notably, the 9-month growth rate reached 9.23%; the 10-month budget revenue reached nearly 18,400 billion VND; investment attraction reached over 38,000 billion VND, of which FDI capital reached over 800 million USD, ranking in the top 10 localities nationwide; cultural and social security activities achieved positive results; National defense and security were ensured; internal solidarity and unity were maintained.

Currently, the province is focusing on investing in strategic infrastructure projects such as investing in the construction of Cua Lo deep-water port; upgrading and expanding Vinh International Airport to create a foundation for the province to develop, thereby having more resources to invest in localities, including Nam Dan district in general and Khanh Son commune in particular; promoting administrative reform, improving the investment and business environment to continue attracting investment.

Chairman of the Provincial People's Committee Nguyen Duc Trung also explained and specifically answered a number of opinions and recommendations from voters and requested departments and branches to coordinate with Nam Dan district to focus on solving the problem of illegal sand and gravel mining on Lam River; pay attention to upgrading the electricity system to better serve the needs of the people.
