Chairman of the Provincial People's Committee: Resolutely implement socio-economic development goals in 2021

OVERCOMING DIFFICULTIES, ACHIEVE GOOD GROWTH

2020 is the final year of implementing the 5-year Plan 2016-2020, the year of organizing Party Congresses at all levels,19th Provincial Party Congress, towards the 13th National Congress of the Party. However, since the beginning of 2020, the outbreak of the Covid-19 pandemic has had a strong, comprehensive and profound impact on all aspects of economic and social life. In addition, extreme weather and natural disasters have caused severe damage, negatively affecting production and people's lives.

In the context of many difficulties, the entire political system, the People and the business community are determined to achieve the "dual goal": both resolutely preventing and fighting the epidemic and focusing on recovering and developing the socio-economy. Thanks to flexible, drastic and grassroots-based leadership, the socio-economy in 2020 achieved important results.

It is expected that the GRDP of the whole province in 2020 will reach about 85,380 billion VND, an increase of 4.12% compared to 2019. The average income per capita in 2020 is estimated at 44.01 million VND. The scale of GRDP continues to increase (+3,379 billion VND compared to 2019) but the increase is much lower than the average of the period 2016-2020.

The Covid-19 pandemic has had a strong impact on the industrial and service sectors, so the proportion of industry - construction and services is expected to decrease from 77.59% in 2019 to 74.86% by the end of 2020. The proportion of the agricultural, forestry and fishery sector increased from 22.41% in 2019 to 25.14% by the end of 2020.

As of November 10, 2020, the ratedisbursement of public investment capitalThe whole province achieved 70.75% of the plan assigned by the province and 71.02% of the detailed plan; In the first 10 months of 2020, the province newly granted (approved investment policy/issued investment certificates) to 64 projects with a total registered investment capital of VND 7,341.49 billion.

ReformadministrativeCreating an environment for businesses to compete healthily and equally continues to be given attention and promoted; Developing and training human resources has achieved many important results; The infrastructure system has been invested in, built, and upgraded more and more synchronously.

Estimated budget revenue for the whole year of 2020 reached about 15,991 billion VND, equal to 105.1% of the estimate and 96.3% compared to 2019. As of October 20, 2020, support payments reached 99.8% for 637,191 subjects with a total amount of 610,127,750,000 VND according to Resolution No. 42 of the Government.

At the same time, support of VND 26,818.2 million was provided to 22,323 subjects belonging to groups of workers and employers affected by the pandemic in the area.

It is expected that by the end of 2020, there will be 1,055 schools meeting national standards, reaching a rate of 72.66%; National defense, security, social order and safety will be maintained.

ENHANCE THE ROLE AND RESPONSIBILITY OF THE HEAD

Regarding the direction and administration of the Provincial People's Committee in 2020, members of the Provincial People's Committee unanimously assessed that the direction and administration of the Provincial People's Committee was drastic, effective, fast, flexible, and proactive. In particular, there has been innovation in direction and administration methods; innovation in working with the Provincial People's Council to resolve problems; and direction in building centralized and effective policy mechanisms...

Agreeing with the above opinions, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu said that investment attraction is still slow and not as expected; resources to implement projects and programs are very limited. The responsibility of some departments and branches is not high.

Acknowledging the opinions of leaders and members of the Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that 2020 had a special context due to the epidemic and natural disasters, but the direction and administration of the Provincial People's Committee was drastic, effective and fast. The Provincial People's Committee pointed out the bottlenecks and paid attention to removing them; persistently and resolutely pursued the recommendations to the Provincial Party Committee and Provincial People's Council to achieve the set goals.

Regarding the shortcomings and limitations, the Chairman of the Provincial People's Committee said that in some sectors and fields, the settlement of administrative procedures is still slow, still causing trouble for businesses and people. "We must identify this problem to handle and resolve it in 2021", the Chairman of the Provincial People's Committee emphasized and added that the coordination between sectors is still not good; the work of reviewing and formulating policies;investment attraction workstill not satisfactory.

“It is not only important to look at the investment attraction figures, but also the quality and efficiency of the projects and how they impact the socio-economic development of the province. Therefore, we must change the approach to work together and coordinate to resolve investors’ problems,” said Mr. Nguyen Duc Trung.

Regarding the direction and management in 2021, the head of the Provincial People's Committee requested that administrative procedures under the authority of the Provincial People's Committee must be carried out quickly, decisively, and in accordance with regulations; and coordination mechanisms between sectors must be improved. In particular, the responsibility of the head of the Provincial People's Committee and departments and sectors must be clearly demonstrated.

“Where the leader is decisive, the work is effective. In 2021, the leader must commit to not delaying procedures, not having officials cause trouble, and handling work according to authority. From there, we will eliminate public opinion that the province is open and the department is tight,” said the Chairman of the Provincial People’s Committee.

Regarding the socio-economic development plan for 2021, based on the Resolution of the 19th Provincial Party Congress, term 2020-2025, on the basis of the estimated implementation of the 2020 targets, the Provincial People's Committee agreed to expect the target of GRDP growth rate to reach from 7.5 - 8.5%; Total social development investment source to reach 88,000 billion VND; Budget revenue to reach 14,032.3 billion VND; GRDP per capita to reach 48-49 million VND.

To achieve the above goals and targets, the Chairman of the Provincial People's Committee said that the Provincial People's Committee will focus on proposing strong solutions with the most drastic spirit. The Provincial People's Committee will select important sectors, fields and contents to focus on directing, but the most important thing is still improving the investment and business environment, attracting investment and developing enterprises.

At the meeting of the Provincial People's Committee on the morning of November 24, the Provincial People's Committee also listened to and unanimously approved the Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the October meeting; Report on the implementation of the tasks of the working group according to Decision 2416 of the Chairman of the Provincial People's Committee; Report on reviewing the direction and administration of the Provincial People's Committee in 2020, tasks in 2021; Draft Resolution of the Provincial People's Council on the Socio-Economic Development Plan for the period 2021-2025; Report on the implementation of the Socio-Economic Development Plan in 2020, Plan in 2021 and Draft Resolution on the Socio-Economic Development Plan in 2021; Report on the implementation results of the Public Investment Plan in 2020, tasks in 2021 and Draft Resolution on the Public Investment Plan in 2021.
