Chairman of the Provincial People's Committee: Focus on promoting production and business; disbursing public investment and encouraging consumption

On the morning of September 26, the Provincial People's Committee held a regular meeting to analyze and discuss the socio-economic situation, budget estimates, public investment, administrative reform in the first 9 months of 2023 and tasks for the coming time. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee, members of the Provincial People's Committee and leaders of relevant sectors.

GROWTH RATE AND BUDGET REVENUES DIFFICULT TO ACHIEVE THE SET TARGETS

At the meeting, delegates focused on analyzing and discussing the socio-economic situation, state budget estimates, public investment disbursement, administrative reform in the first 9 months of 2023 and tasks and solutions in the coming time.

Based on the results achieved, the shortcomings and limitations pointed out, Vice Chairman of the Provincial People's Committee Nguyen Van De requested localities to focus on flood and landslide prevention; speed up the harvest of summer-autumn rice and aquatic products to prevent flooding; strengthen inspection and handling of illegal seafood exploitation; inspect and review livestock projects in the area to avoid environmental pollution; clean water and environmental criteria in new rural construction.

In addition, localities need to review the targets in the land use plan and the three types of forests so that departments and branches can complete this task. Focus on reviewing the land and forest allocation project to make appropriate adjustments; speed up the high-tech forestry zone project; prepare for the winter crop...

Analyzing in depth the fields, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested that sectors and localities pay attention to expanding OCOP products to increase value; investors should stay close to the scene to strengthen inspection and control of the quality of works and projects; pay attention to removing difficulties and obstacles, speeding up the progress of FDI projects; and develop a plan to implement the action program to implement Resolution No. 39 of the Politburo.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that in the first 9 months of the year, the general situation had many difficulties, but the results achieved by the province had many positive points. Those results were the contributions of all levels, sectors and localities.

In terms of economy, the agricultural sector remains stable, industry has grown again, budget revenue has not met requirements but basically reached the estimate. 4 bright spots of the province in the first 9 months of the year.The first, attracting investment, especially FDI capital in 9 months attracted 1.272 billion USD, ranked 6th out of 63 provinces and cities nationwide.Monday, cultural and social fields, especially social security, are of interest. The province has effectively implemented the campaign to support the construction and repair of houses for poor and near-poor households.

Tuesday, the province has completed and submitted to the Politburo for promulgation Resolution No. 39 and the Secretariat has organized the dissemination and implementation of Resolution No. 39, creating a positive atmosphere, creating motivation, spreading right from the beginning with a strong and positive spirit. Resolution No. 39, together with action programs, specific mechanisms and policies, will create resources and motivation for the province's development in the long term, soon achieving the goal of becoming a fairly developed province in the region and the whole country.

On the other hand, the Provincial Planning for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister. This is a very important planning, ensuring long-term stable development for the province in the coming time. In September, the Provincial People's Committee also completed the contents to submit to the Provincial People's Council at the 15th session.Wednesday, national defense, security, social order and safety are guaranteed and maintained.

In addition to the achieved results, the Chairman of the Provincial People's Committee also emphasized that the production and business situation continues to face difficulties; budget revenue is lower than the target; disbursement of public investment capital has not met requirements, lower than the national average; administrative reform and digital transformation have changed but have not achieved the target, some sectors and localities, especially leaders, have not really paid attention to this task.

STRIVE TO ACHIEVE THE HIGHEST DEVELOPMENT GOAL OF 2023

Emphasizing the key tasks and solutions in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the fourth quarter is a very important quarter, deciding the implementation of the goals, targets and tasks set at the beginning of the year, especially in the condition that the growth rate and budget revenue have not reached the target.

In that spirit, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches and localities to focus highly and strive to achieve the highest level of goals and targets for the fourth quarter and the whole year of 2023; in which it is necessary to review and clearly identify key tasks that need to be focused on completing and have specific solutions for implementation.

The Chairman of the Provincial People's Committee emphasized 3 main groups of issues that need to be focused on.The first, promote production and business activities, and support enterprises, especially those producing in the industrial and export sectors; support investors, especially FDI investors, to contribute to the province's growth. In particular, the agricultural sector maintains stable production.

Monday,Promote disbursement of public investment capital, contributing to stimulating growth. This is the seed capital that creates conditions for completing infrastructure and attracting other capital sources.

Tuesday, promote and encourage consumption and commercial and service activities in the province.

Among these three groups of issues, the Chairman of the Provincial People's Committee especially emphasized the issue of disbursement of public investment capital, because the remaining undisbursed capital is still large. If the province can disburse this capital, it will have a great effect on growth.

Therefore, it is required that sectors, localities and investors focus on disbursing public investment capital, the 3 National Target Programs and the Socio-Economic Recovery and Development Program in accordance with the committed targets, reaching at least over 95%. Focus on resolving difficulties in investment procedures and site clearance.

For the 3 National Target Programs, it is recommended that departments and branches take the lead and closely coordinate with sectors and localities to promptly guide and remove obstacles to speed up disbursement. For the capital source of the Socio-Economic Recovery and Development Program, the Department of Planning and Investment reviews to implement appropriate capital adjustment. On the other hand, continue to advise on adjusting capital for projects with slow disbursement. Sectors and localities proactively develop public investment plans for 2024 to ensure progress, quality, efficiency and actual disbursement.

Regarding budget revenue and expenditure, the Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Tax Department and the Customs Department to review revenue items, especially items with the potential to increase revenue; promptly guide and remove obstacles and difficulties for localities in collecting land use fees through land auctions.

Strictly spend the state budget, spend above the revenue capacity; review and cut down on regular expenditures and unnecessary spending tasks; strengthen discipline and order in budgetary financial management; develop the 2024 state budget estimate and the 3-year budgetary financial plan close to reality.

The head of the provincial People's Committee also requested sectors and localities to promote the results achieved in the cultural and social fields to effectively implement them in the coming time; especially ensuring social security and improving people's lives.

The Health sector pays attention to health care, medical examination and treatment for people, and disease prevention. The Education and Training sector implements well the tasks of the new school year, has solutions to prevent overcharging at the beginning of the school year. The Labor - Invalids and Social Affairs sector implements social security policies promptly, cares for vulnerable groups; strengthens the connection between labor supply and demand, especially in economic zones; organizes the Mid-Autumn Festival for children.

Emphasizing the key tasks in October, Chairman of the Provincial People's Committee Nguyen Duc Trung requested relevant sectors to prepare well the content to be submitted to the thematic session of the Provincial People's Council and the Provincial People's Council session at the end of the year; complete the Provincial Planning dossier, develop an implementation plan, and advise on the plan to announce the Provincial Planning.

In addition, the sectors and Vinh City advised and proposed to supplement specific mechanisms and policies in the spirit of Resolution No. 39 of the Politburo; Well organized the cooperation conference of 3 provinces: Thanh Hoa - Nghe An - Ha Tinh; coordinated with Nhan Dan Newspaper to well organize the 55th Anniversary of Truong Bon Victory; Proactively prevent natural disasters and floods.

Comrade Nguyen Duc Trung also requested sectors and localities to effectively implement the digital transformation plan, effectively and efficiently carry out state management work; including implementing key tasks in administrative reform, raising awareness, attitude and responsibility of officials and civil servants in performing public duties, avoiding public opinion about causing difficulties and troubles for people and businesses; completing the project to arrange administrative units at commune and district levels in the period of 2023-2025.

The police force coordinates with localities to strengthen fire prevention and fighting in the area; strictly comply with regulations on ensuring traffic safety, especially thoroughly educating 100% of cadres, civil servants and public employees "if you drink alcohol, do not drive"; take the initiative in receiving people, resolving complaints and denunciations right at the grassroots level, avoiding the formation of hot spots.
