(Baonghean.vn) - Clarifying the issues that the administrative reform inspection team of the Department of Home Affairs is concerned about, Chairman of Vinh City People's Committee Tran Ngoc Tu said that the bottleneck in handling administrative procedures lies with the staff.

Initiatives in administrative reform

Reporting to the inspection team, Chairman of Vinh City People's Committee Tran Ngoc Tu affirmed: Administrative reform work has a great impact on the overall development of the locality. Therefore, Vinh City pays special attention to and directs this work resolutely, especially directing wards and communes to well implement the 2019 Administrative Reform Year.

In 2019, Vinh city has strengthened a number of measures in managing the settlement of administrative procedure (TTHC) records such as: If the delivery of records between coordinating units is delayed, there must be a written explanation with an apology and a rescheduled date for returning results; strengthening inspection to improve the input quality of TTHC records, thereby reducing the rate of records returned for additional information.

The city also conducts surveys to assess the satisfaction of citizens, organizations and businesses with the provision of public services and public career services.

The 2018 survey results showed that the satisfaction level of organizations and citizens with the service of the city's Reception and Result Delivery Department reached 97%; that of the Ward and Commune Reception and Result Delivery Department reached 94.3%.

In particular, the city has had many initiatives in administrative reform such as: putting into use application software to handle administrative procedures in the land sector (Vland), reducing processing time for officials, speeding up the processing time for citizens; citizens will know where their documents are, and at the same time, the processing process is transparent.

Currently, the City Land Use Rights Registration Office and Trung Do Ward People's Committee have organized to receive dossiers and resolve administrative procedures periodically every week and month at the block and hamlet; receive and return dossier results every Saturday...

Along with that, the city promotes the application of information technology to improve the efficiency of administrative reform; improve the quality of cadres, civil servants, and public employees...

Tighten discipline and administrative order

Through inspections at specialized departments and wards and communes in Vinh City, the inspection team pointed out: There are still many administrative procedures that are slow, the process of announcing administrative procedures is not consistent between wards and communes; some administrative procedures still have redundant components of the dossier.

The inspection team assessed that, compared to the current demand for administrative procedure settlement in the city and districts, the one-stop department of Vinh City People's Committee is overloaded and needs to be upgraded to be more complete and better serve the needs of organizations and citizens; the level of use of official email boxes is low...

Clarifying the issues the inspection team was concerned about, Mr. Tran Ngoc Tu said: The bottleneck of administrative reform is in the implementing staff. The quality and efficiency of work originate from discipline, order and administration. Therefore, if we do well in creating order and discipline in the performance of duties of each staff and civil servant, the service to the people will be better. The city is also determined to overcome these shortcomings.

Concluding the meeting, Director of the Department of Home Affairs Le Dinh Ly highly appreciated the administrative reform work of Vinh City People's Committee, and at the same time suggested that the city must take the lead in administrative reform. In the coming time, Vinh City needs to develop a plan to focus on leadership and direction to improve the effectiveness of this work.

It is necessary to focus on reviewing administrative procedures to fully update and publicize them to the people and organizations; simplifying the dossier components, promoting the application of information technology in management and operation as well as task implementation; training to improve the quality and skills of cadres, civil servants and public employees in performing their tasks; strengthening discipline and administrative discipline...

Results of handling administrative procedures of Vinh City People's Committee:

Total number of records received and resolved: 33,601 records. Of which, the number of records resolved: 33,601 records; 33,557 records returned on time (accounting for 99.8%); 44 records returned late (accounting for (0.2%).

2019 (up to July 31, 2019): Total number of received records: 20,433 records; number of processed records: 20,127 records, of which: returned on time: 19,946 records (accounting for 99.1%); returned overdue: 181 records (accounting for 0.9%); number of records being processed: 306 records.
