Chairman of Nghe An Provincial People's Committee directed to strengthen prevention and control of drowning accidents
From December 15, 2024 to April 21, 2025, Nghe An had 13 drowning accidents, killing 15 people.
On May 5, the Chairman of the Provincial People's Committee issued Official Dispatch No. 12/CD-UBND on strengthening the work of preventing and combating drowning accidents in Nghe An province to the directors of departments, heads of provincial-level sectors, branches, and organizations and Chairmen of the People's Committees of districts, cities, and towns.
The telegram stated: Recently, in the whole country in general, the provinceNghe Anin particular, there have been a series of accidents.drowningvery heartbreaking, especially child drowning. According to statistics, from December 15, 2024 to April 21, 2025, there were 13 drowning accidents in the province, killing 15 people, including 09 child drowning accidents (accounting for 69% of the total number of cases).

In addition to objective causes, there are subjective causes for the above situation: Heads of some agencies, units and localities have not regularly paid attention to directing, inspecting and supervising the implementation of drowning prevention and control work, so the effectiveness is still limited; coordination in propaganda, mobilization and warning of dangers to people, especially children, is not regular and continuous, and the content and methods have not had many appropriate innovations.
Relevant agencies and localities have not yet arranged security forces to perform search and rescue tasks at beaches and areas where people gather to bathe, or have arranged them but they are too few compared to the requirements; schools and families are still not closely monitoring students and their children...
In the coming time, the weather in the province will enter the peak of the long hot summer season. The demand for swimming in the sea, swimming pools, rivers, streams, ponds, lakes... of the people will increase, leading to a continued increase in the risk of drowning, especially for children.
To drastically implement solutions to prevent drowning accidents and ensure the safety of people's lives in the province, the Provincial People's Committee requests: Provincial departments, branches, sectors, mass organizations, People's Committees of districts, cities and towns to strengthen leadership, direction, promote the role and responsibility of heads and heads of agencies and units in directing the implementation of drowning accident prevention and control; regularly inspect and urge the implementation in the areas and fields under the responsibility of the unit; periodically or suddenly directly inspect routes, areas and locations with high risk of drowning accidents to promptly direct correction and remediation.
Based on assigned functions and tasks, actively direct cadres, civil servants, public employees, and workers in agencies, units, and localities to effectively carry out propaganda and mobilize family members and local residents to participate in the work of preventing and combating drowning accidents.
If agencies, units, and localities do not seriously and fully implement assigned tasks, allowing drowning accidents to become complicated or cause serious consequences, the Provincial People's Committee will consider the responsibility of relevant collectives and individuals if they do not fully implement the contents and measures to prevent and combat drowning, loosen management, and lack responsibility in implementing solutions to prevent and combat drowning according to regulations.
