There is no additional funding for the construction of the dike through Dien Binh commune (Dien Chau).

(Baonghean.vn)- Voters of Dien Chau district reported: The project to build a dike around Song Bung River, invested by the Department of Agriculture and Rural Development, has been implemented for a long time, but up to now, the dike through Dien Binh commune has not been constructed, causing flooding and affecting people's agricultural production.

The competent authority responded to this issue as follows:

The dike through Dien Binh commune is a part of the project to repair and upgrade the drainage system of Vach Nam and Song Bung. This project was approved by the Provincial People's Committee in Decision No. 2832/QD.UBND-NN dated July 2, 2010, with a total investment of 113,103 billion VND for phase 1, starting in 2012. According to the project schedule, phase 1 will be completed by the end of 2014.

Due to large investment costs and capital difficulties (especially when Resolution 11/CP and Directive 1792/CP of the Government on curbing inflation and cutting public investment) the project implementation did not meet schedule.

In that situation, the Department of Agriculture and Rural Development has selected 8 bidding packages of some urgent construction items to construct first; some construction items had to stop construction due to lack of capital, including the dike line of Bung River through Dien Binh commune. Up to now, the Project has only been granted 51.1 billion VND (reaching 45.1%), the volume of implementation is 78,082 billion VND (reaching 69%).

In the past time, the Provincial People's Committee has directed the Department of Agriculture and Rural Development to work with the Ministry of Planning and Investment and the Ministry of Finance to soon have capital allocated for the project (the Provincial People's Committee has issued documents No. 3365/UBND-NN dated May 19, 2016; No. 3366/UBND-NN dated May 19, 2016; No. 887/UBND-NN dated February 17, 2017... to the Government and Ministries).

However, up to now there has been no additional funding for the project so the project cannot continue./.
