On October 15, the People's Court of Nghe An province opened a first-instance criminal trial against Cao Van Ngoc (born in 1972), residing in Nghia Xuan commune, Quy Hop district, for the crime of "Illegal drug trafficking". Also involved in this case are Pham Van Dong (born in 1970), residing in Nghia Thuan commune, Thai Hoa town, prosecuted for the crimes of "Illegal possession of drugs" and "Illegal transportation of drugs".

According to records, in 1990, Cao Van Ngoc was sentenced by the People's Court of Nghe An province to 5 years in prison for "Robbery of citizens' property" and "Extortion of citizens' property". In 1997, Ngoc was sentenced by the People's Court of Nghe An province to 12 years in prison for "Robbery of citizens' property".

After being released from prison, Ngoc did not reform and work hard, but instead got involved in drugs and became addicted. On average, this man spent 200,000 VND a day on drugs to satisfy his addiction. To have drugs for long-term use, Ngoc thought of a way to sell drugs.

On June 7, Cao Van Ngoc took a bus to Tri Le commune, Que Phong district to buy 6 million VND worth of heroin from an unknown man. Ngoc hid the drugs under a tangerine tree in his garden to use gradually and sell to those in need.

On the morning of June 9, Pham Van Dong called Ngoc to buy a package of heroin for 1.5 million VND. Dong took a bus to Ngoc's house to get the drugs. In addition to the drugs Dong bought, Ngoc also asked Dong to take another package of heroin home to store, and when a man named Hoa contacted him, he would give it to them.

When Dong arrived at Nghia Lien commune, Nghia Dan district, he was caught red-handed by the Nghia Dan district police team with two packages of heroin weighing 2.09 grams. Based on Dong's statement, Nghia Dan district police searched Ngoc's residence and seized two packages of heroin weighing 31.58 grams from the bed and orange tree in the garden.

At the trial, the defendants Ngoc and Dong confessed to all their crimes.

After a comprehensive review of the case, the panel sentenced defendant Cao Van Ngoc to 15 years in prison for illegal drug trafficking; Pham Van Dong to 3 years and 6 months in prison for both crimes of "Illegal possession of drugs" and "Illegal transportation of drugs".
