This subject has many criminal records; in 2005, Vinh City People's Court sentenced him to 20 months in prison for "Illegal possession of narcotics" and the following acts: intentionally damaging property; Illegal possession and use of military weapons; Resisting a person on official duty.

As for Hoang Ngoc Sinh (1987), permanent residence: Hamlet 6, Dong Son Commune, Do Luong District, Nghe An. In 2014, Sinh was sentenced by Vinh City People's Court to 30 months in prison for "Illegal possession of narcotics". In 2016, Do Luong District People's Court sentenced him to 18 months in prison for "Illegal possession of military weapons" and the act of resisting a person on duty.

On September 24, 2018, Le Ngoc Son committed an act of property destruction: using 02 swords to break the front windshield and the rear windshield of the driver's door of car with license plate 37A - 256.95 at Hoang Lam auto garage, address Hamlet 7, Nghi Phu commune, Vinh city. Based on the investigation results, Vinh City Police issued an Emergency Detention Order No. 68 dated September 28, 2018 against Le Ngoc Son for the act of "Intentionally damaging property" as prescribed in Article 178 of the Penal Code.

On October 1, 2018, Vinh City Police sent a Working Group to Le Ngoc Son's residence at 128 Hong Bang Street, Vinh City to execute the Order to Detain a Person in an Emergency. During the execution of the order, Le Ngoc Son and Hoang Ngoc Sinh (Son's friend) resisted, each holding a grenade in their hands, threatening and obstructing the Working Group and barricading themselves in the subject's house.

At 11:50 p.m. the same day, knowing that he could not escape, Le Ngoc Son was forced to drop his weapon and surrender. The police conducted an emergency search of Son's residence, seizing 3 grenades, 1 gas cylinder, 1 knife and some related evidence.

The provincial police are continuing to coordinate with relevant units to investigate and consolidate evidence to clarify the criminal acts of the subjects for strict handling according to the provisions of law.
