Vinh City Police prosecuted 3 subjects for organizing illegal border crossing to China

Through investigation, the Task Force identified the main subject in this ring as Ngo Van Linh (born in 1994), residing in Thach Bac village, Quang Thach commune, Quang Xuong district, Thanh Hoa province. In addition, there are two other subjects: Bui Van Luu (born in 1993), residing in Thach Nam village, Quang Thach commune, and Hoang Thanh Tuan (born in 1995), residing in Quang Nham commune, both in Quang Xuong district, Thanh Hoa province.
These subjects used the trick of using social networks to search for people who wanted to illegally export labor to China with attractive invitations: Go quickly, no need for identification papers and only need to "deposit" 2 million VND.
On July 18, 2020, through social networks, the subjects contacted 6 people in Nghe An who wanted to work in China, including: HAT (born in 2002), residing in Vinh Tan ward, Vinh city; TTHN (born in 2004), residing in Nghi Thai commune, Nghi Loc district; NTTM (born in 2003), residing in Trung Phuc Cuong commune, Nam Dan district; NTHC (born in 2003), residing in Ngoc Son commune, Thanh Chuong district; D.NQ (born in 2003), residing in Ben Thuy ward, Vinh city, and LTTV (born in 2001), residing in Hung Loc commune, Vinh city.
When arriving in Vinh City, the 3 subjects made an appointment to meet the above mentioned people to discuss and agree with these people that when illegally crossing the border to China to work illegally without the required documents, each person must pay 10,000,000 VND, however, each person only needs to deposit 2,000,000 VND in advance.
After receiving the deposit, on July 19, the subjects called a taxi to take the 6 people to Bac Vinh Bus Station to catch a bus to Cao Bang province to cross the border into China. When arriving at Bac Vinh Bus Station, Linh, Tuan and Luu took the 6 people to Hanoi bus with license plate 29B-100.81 to follow the schedule. However, when the bus carrying Linh, Tuan, Luu and the 6 people reached Nghi Lien commune, Vinh city, they were caught red-handed by Vinh city police.
During the arrest, the Investigation Team also discovered and seized in Linh's pocket a package of heroin and 10,000,000 VND.
At the investigation agency, Linh confessed: Previously, she worked in China, so Linh knew that Vietnamese people often crossed the border to China to work illegally at Ban Doc waterfall, Cao Bang province without the necessary paperwork and procedures as prescribed by law.
In May 2020, Linh returned to Vietnam and searched for people on social media who wanted to work in China illegally to earn money. To successfully organize these people to escape abroad, Linh connected with Tuan and Luu, forming a network to organize others to illegally leave the country for only 10 million VND.
Through the initial investigation, the Task Force determined that from 2015 to present, the group led by Linh has organized the illegal exit of more than 300 Vietnamese people to China. Regarding the package of drugs on his person, Linh admitted to buying it for his own use.
With the collected documents and evidence, the Vinh City Police Department has initiated a case, prosecuted and issued a temporary detention order for the three subjects Ngo Van Linh, Hoang Thanh Tuan and Bui Van Luu to continue to expand the investigation into the act of "Organizing others to flee abroad". In particular, Ngo Van Linh is also being investigated for the act of "Illegal possession of narcotics".
Currently, the case is being further investigated and expanded.
