Speaking at the meeting, General Secretary Nguyen Phu Trong emphasized: During the 2015-2020 term, the Central Military Commission has always been exemplary, united, and upheld principles, had many innovations, creativity, and high determination, focused on leading and directing the entire army to successfully implement the Resolution of the 10th Party Congress of the Army and the major goals and policies on military and national defense set forth by the 12th National Party Congress with many outstanding achievements: The Central Military Commission has well performed its advisory function to the Party and State on military and national defense; promptly and effectively handled situations, firmly protected the independence, sovereignty, unity, and territorial integrity of the Fatherland; advised on the promulgation of many very important strategies and projects, contributing to the development of theoretical thinking, perfecting military guidelines and arts, and the system of legal policies on military, national defense, and protecting the Fatherland.

The national defense foundation has been built and consolidated more and more firmly. The overall quality and combat strength of the army have been improved. The defense industry has made great strides; initially mastered manufacturing technology, producing a number of modern weapons and equipment. Defense diplomacy has achieved many important results, contributing to protecting the Fatherland early and from afar; field hospitals in South Sudan operate effectively, are a trusted address for United Nations officers and staff in the area and local people, the beautiful image of Uncle Ho's soldiers has gone beyond national borders and has international influence.

The end of the 2015-2020 term is also the time when some comrades are allowed to retire according to the regime; the Politburo, the Secretariat, and the Central Military Commission respectfully thank you for your great contributions to the cause of national construction and defense; at the same time, we hope that you will continue to advise the Party, the State, the Central Military Commission, and the Ministry of National Defense on policies and solutions for building the army, consolidating national defense, and protecting the Fatherland in the new situation, especially policies and solutions to basically build a streamlined and strong army by 2025, creating a solid foundation, striving from 2030 to build a revolutionary, disciplined, elite, and modern army as set out in the Resolution of the 13th National Party Congress.
