Attending the congress were comrades: Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Kha Van Tam - Member of the Provincial Party Committee's Executive Committee, Chairman of the Provincial Labor Federation; delegates from the Nghe An Civil Servants' Trade Union, together with union members, civil servants and workers of the Provincial Party Committee's Propaganda Department. During the past term, the activities of the Trade Union of the Provincial Party Committee's Propaganda Department have closely followed the Resolution of the Trade Union Congress, the direction of the Nghe An Civil Servants' Trade Union, closely followed the political tasks of the agency and specified them in the work program for implementation. The Trade Union's activities have focused on selecting content and organization forms to attract cadres and union members to participate.

The results achieved during the term were comprehensive, the targets set by the Trade Union Congress for the 2017-2022 term were basically completed. In particular, the outstanding activities were patriotic emulation, implementation of grassroots democracy regulations, administrative reform, care and protection of the legitimate rights and interests of cadres, civil servants, and workers; women's activities, and social activities.

In the past 5 years, 20 grassroots initiatives and experiences have been recognized; 30 Certificates of Merit and Certificates of Merit from provincial to central levels have been awarded to collectives and individuals by the Provincial Party Committee's Propaganda Department; 5 comrades have been awarded Certificates of Merit by the Civil Servants' Trade Union. The results achieved in the past term have contributed positively to building a clean and strong agency and a strong trade union organization.

The report at the Congress also frankly acknowledged the limitations and shortcomings of the 2017-2022 term as well as the causes and lessons learned. Based on the actual situation and the requirements of the trade union organization, the Congress set out specific goals, directions and key tasks for the 2023-2028 term.

Accordingly, the general goal of the next term is to continue to innovate and be creative in trade union activities, contributing to building a strong contingent of cadres, civil servants and workers, motivating cadres, civil servants and workers to excellently complete political tasks, proactively and improve the quality of participation in management, administrative reform, implementing democratic regulations in agencies, caring for and protecting the legitimate rights and interests of cadres, civil servants and workers. Continue to build cadres, civil servants and workers who are "Loyal, creative, dedicated and exemplary" in association with "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", and building a strong trade union organization.

The Congress also listened to the Review Report of the Executive Committee for the 2017-2022 term, the Summary Report on comments on the draft report of the 5th Nghe An Civil Servants' Trade Union Congress and enthusiastic comments on experiences in trade union activities.

Speaking at the Congress, comrade Nguyen Thi Thu Huong, on behalf of the leaders of the Provincial Party Committee's Propaganda Department, acknowledged the efforts of the Propaganda Department's Trade Union during the past term, contributing to building a united and democratic working environment, and successfully completing professional tasks.

In the coming time, he suggested that the Executive Committee of the Trade Union should improve the quality of union members to meet the requirements of innovation of the Propaganda sector and the trade union organization; Actively coordinate with professionals to effectively implement the democratic regulations at the agency; Coordinate to effectively implement the regime, policies, and benefits for employees in the agency; Innovate and improve the quality of trade union activities. The Head of the Provincial Party Committee's Propaganda Department hopes that in the long term, the grassroots trade union of the Provincial Party Committee's Propaganda Department will become a model organization of the Nghe An Civil Servants' Trade Union.

Acknowledging the thoughtfulness and carefulness in preparing for the Congress, Mr. Nguyen Cong Danh - ChairmanNghe An Civil Servants' Unionalso gave a speech at the Congress. Accordingly, the leader of Nghe An Civil Servants' Union said that the emulation movement for good workers and creative workers needs to be stronger, especially in the digital age; the Executive Board of the union needs to be more proactive and creative in performing its tasks. In addition, it is necessary to continue to pay attention to implementing the coordination regulations and personnel work of the Congress.
