(Baonghean.vn) - These are the recommendations of voters of Vinh City and Yen Thanh District after the question and answer session related to policies for people with meritorious services, at the 8th session of the 17th Provincial People's Council, on the afternoon of December 11.

* Voter Nguyen Huu Chau (Hamlet 5, Hop Thanh Commune, Yen Thanh): Concerned about Agent Orange victims.

Through watching the question and answer session of the delegates in the hall, I realized that in recent times, the policy for people with meritorious services has been of interest to the Party, the State, and all levels of departments and branches. Some prominent and urgent issues have also been actively resolved by the authorities, especially the problem of fake war invalids.

Voter Nguyen Huu Chau, hamlet 5, Hop Thanh commune, Yen Thanh made a petition.

This issue was also mentioned in the hall during the question and answer session. More than anyone else, we, the voters, request that all levels handle it seriously, clearly, and transparently, closely review, and push back the situation of taking advantage of policies to create fake war invalids' records, causing much public outrage.

In fact, the implementation of policies for Agent Orange victims still has many limitations and shortcomings. The new policies only partially solve the problem. The subsidy level is low, the life of Agent Orange victims is still very difficult. In my opinion, people infected with Agent Orange are also policy subjects that need more attention, especially those who are seriously ill, paralyzed, and unable to work or produce.

At the same time, all levels and sectors should also consider policies for caregivers and relatives of those infected with Agent Orange, in order to encourage, warm and motivate victims and their families to overcome difficulties and improve their lives.

In 2013, the locality began to implement housing support for people with revolutionary contributions according to the Prime Minister's Decision. However, at that time, the implementation process was not close, slow, and many problems and difficulties arose.

In addition, many families have seriously degraded housing conditions that are unsafe during the rainy and stormy season, so some families, although not yet allocated funds, have borrowed money to repair, renovate or rebuild their houses, and have fallen into debt.

This situation is gradually being improved in 2018, however, up to now, many families of meritorious people have not received support money due to problems that have not been resolved promptly.

Therefore, I respectfully hope that all levels and sectors need to have resources to provide timely support, so that all families of meritorious people who are eligible for housing support can live in solid and spacious houses.

* Voter Ngo Thi Suu (Block 8, Le Loi Ward, Vinh City): Relax the list of Agent Orange diseases.

At the question-and-answer session regarding policies for people with meritorious services, the Director of the Department of Labor, War Invalids and Social Affairs presented the results achieved and frankly pointed out the errors, causing much public outrage.

In reality, many cases of sacrifice from the period of resistance against the French, but for many years have not been recognized as martyrs, due to problems with paperwork and procedures. Many relatives of martyrs have also passed away or are old and weak, unable to travel to do the procedures, and do not have much time to wait... Therefore, competent authorities need to come up with practical solutions, promptly resolving the regime.

Any regulations that are still inadequate need to be amended soon to ensure that all meritorious people are recognized and enjoy preferential policies, avoiding disadvantages.

In addition, there are many shortcomings in the regime and policies, and many Agent Orange victims have not yet received benefits. Those who returned from the battlefield affected by Agent Orange, but in reality are not recognized as Agent Orange victims, because the diseases they are suffering from are not on the list of 17 diseases as prescribed by the Ministry of Health.

Therefore, I hope that ministries and functional agencies need to speed up the completion of policies for people infected with Agent Orange, especially those who participated in the resistance war. At the same time, research, promulgate, supplement and loosen the list of diseases related to exposure to toxic chemicals to avoid the situation where people get sick due to exposure but are not considered for policy solutions.

* Mr. Nguyen Hong Quang (Block 2, Con Cuong town): The solution to solve employment for the recruited subjects is not clear.

Through following the questioning session this afternoon on the implementation of ethnic policies, I see that the questions have covered almost all major issues in the implementation of ethnic and mountainous policies.

I really like the question raised by the delegate about the recruitment system and the situation of assigning civil servants who are ethnic minorities. Regarding the answer, regarding the recruitment of civil servants from ethnic minorities, the Director of the Department of Home Affairs also gave the reason, but the solution is not very clear to us.

However, in the conclusion, the Vice Chairman of the Provincial People's Council also pointed out the limitations in answering questions, that is, the solutions proposed were unclear and not close to reality.

I hope that through this activity, ethnic minority policies will be implemented more effectively, especially human investment policies.

Currently, a large number of ethnic minority children do not have jobs after finishing school, and cultural institutions in ethnic minority areas are still lacking and weak. Voters have reflected on this issue many times through voter meetings.

* Mr. Lo Xuan Duc (Minh Tien village, Chau Hanh commune, Quy Chau): Developing the West is a responsibility, not a priority or support.

Through the question and answer session on the implementation of ethnic and mountainous policies, I see that the delegates have basically expressed their concerns and interest in economic and social development, hunger eradication and poverty reduction for the Western region and ethnic minorities. However, the answers, especially the solutions, are not very clear. Especially the solutions on economic development.

Especially the issue of land and forest allocation. The conflict and overlap between forest land and production land of the mountain people have caused many consequences. People who want to stay in their hometown to work and produce cannot because there is no land.

Another problem is transportation. Without roads, even if products are produced, they cannot be sold. The poor remain poor.

Regarding these two issues, in the response to the question, the Director of the Department of Agriculture and Rural Development said that he has completed the plan to implement new solutions for 2019 and the following years regarding propaganda and resource investment. The authorities will also implement land allocation associated with forest allocation, expected in early 2019 with more than 100 thousand hectares. I hope this will be implemented as the Director of the Department of Agriculture and Rural Development answered.

Overall, I think the question and answer session raised many issues, and the representatives of the departments and branches answered quite clearly. However, we, the voters, are not only looking forward to how to ask and answer, but also how to implement it.
