Voters suggest that Vinh City needs to have a plan to classify waste and relocate production facilities that cause environmental pollution.

On the morning of November 18, delegates of the Provincial People's Council, including comrades Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the Vinh City Party Committee; Cao Tien Trung - Deputy Head of the Economic - Budget Committee of the Provincial People's Council, had a meeting with voters of Dong Vinh Ward (Vinh City). Concerned about environmental pollution

At the conference, there were 21 opinions from voters of Dong Vinh ward (Vinh city)reflect thoughts and aspirations to provincial People's Council delegates.

Voters of Dong Vinh ward reflected: The new urban area of ​​​​Cua Nam - Dong Vinh ward and the urban area of ​​​​Dong Vinh ward were approved by the Provincial People's Committee since 2018 and have been widely announced to the people, including the recovery of more than 90 hectares of agricultural land of Dong Vinh ward, but so far it has not been implemented; causing negative public opinion among the people, households with land are not assured so they do not invest in production, causing waste among the people. The province is requested to speed up the implementation of the projects.

Dong Vinh Ward has more than 200 hectares of agricultural land, but because it is part of the urban development plan, for many years the ward has not invested in upgrading the internal traffic system, so the efficiency of agricultural land is low and farmers are not interested in agricultural production. It is recommended that the city allocate funds to upgrade the internal canal system to serve agricultural production.

Voter Nguyen Trung Thong's opinion reflects that most of the enterprises renting land in Dong Vinh small industrial park are inefficient in production, producing peeled wood, packaging, causing environmental pollution, dust, wastewater, paint smell, etc., affecting people's lives. Suggest that the city consider relocating some enterprises causing environmental pollution.

Regarding the issue of environmental pollution, voter Phan Quang Phan - Xuan Lam block, Dong Vinh ward reflected the environmental pollution of Cua Nam lake; the environmental pollution from people's household waste. "I suggest that Vinh city should have a project to classify waste at the source to ensure a living environment for people and future generations" - Mr. Phan proposed.

The content that many voters of Dong Vinh ward indignantly reflected was that there is no middle school in the ward.

“Dong Vinh Ward is a large area with a large population. Many children of school age have to go to school in other wards. People as well as the ward Party Committee and authorities have proposed this for many years but there has been no change. We request that the Provincial and City People's Councils soon have a plan to build a secondary school to serve the education of local children,” suggested voter Le Ba Thai in Trung Nghia block, Dong Vinh ward.

In addition, voters of Dong Vinh ward suggested that it is necessary to strictly handle educational institutions that violate educational funding policies; resolve financial support for beneficiaries affected by the Covid-19 epidemic; provide policies for part-time staff at the grassroots level; and the city and province should soon have a plan to resolve railway dormitories in the ward.

Voters suggested that the city should continue to pay attention to investing in traffic projects and drainage ditches in the area west of Vinh Station, because this area is often flooded and water recedes very slowly.

Early implementation of investment projects

Clarifying issues of concern and petition from voters, Secretary of the City Party Committee Phan Duc Dong and Vice Chairman of Vinh City People's Committee Le Sy Chien acknowledged and accepted the people's legitimate aspirations.

Vinh city leaders informed that the Cua Nam - Dong Vinh New Urban Area project and Dong Vinh New Urban Area project have been approved, announced planning, investment project establishment, bidding and are in the process of selecting investors.

When implemented, the two projects will create momentum to promote socio-economic development and create urban landscapes for Dong Vinh ward and Vinh city.

At the same time, the investor will invest in social works and technical infrastructure that the investor will build and hand over to the city and ward for management, including the investment project of Dong Vinh Kindergarten, Campus 2 and Dong Vinh Secondary School to serve the education of children in the ward.

The city will actively implement steps and select capable investors so that the project can be implemented soon.

Regarding voters' opinions reflecting the state of environmental pollution, comrade Le Sy Chien said that Vinh city, the Environmental Protection Departmentenvironmentand Dong Vinh ward have organized inspections and taken drastic measures against enterprises causing environmental pollution. The city has proposed the province to temporarily extend the land lease, requiring enterprises to comply with environmental standards.

Relocating enterprises in industrial clusters requires time, money, and location. The responsibility of the city, the Department of Environmental Protection, and Dong Vinh Ward is to strengthen inspection and supervision, requiring enterprises to comply with investment projects and environmental protection commitments.

Regarding the settlement of the railway sector’s dormitories, Vinh city has made a proposal to the railway sector. The city has received the opinions of the people and has given opinions to the railway sector to review and find a solution for railway officers and employees.

Regarding the field of urban management, the Vice Chairman of Vinh City People's Committee emphasized: The need for investment in building and completing the city's infrastructure is very large. The city's approach is that in addition to the proposals of wards and communes, the city directs the establishment of an interdisciplinary team to examine and verify the proposals of wards and communes for each project, assess the level of urgency, classify according to each group of criteria to report to the City People's Committee, through the Standing Committee of the City Party Committee, and submit to the City People's Council for comments.

Taking note of voters’ opinions reflecting the state of environmental pollution, Vinh City leaders said that the city has assigned the Department of Natural Resources and Environment to complete the project of sorting waste at source. At the same time, they hope that people will increase their responsibility and join hands to make the city brighter - greener - cleaner - more beautiful.
