Voters of Dien Chau district propose implementing a reward policy for whistleblowers according to regulations
(Baonghean.vn) - One content that voters of Dien Chau district recommended to National Assembly delegates is the need to implement a reward policy for whistleblowers according to regulations, in order to encourage, motivate, and spread people's responsibility in denunciation.
Voters reflect many shortcomings from practice

At the conference, comrade Vo Thi Minh Sinh - Member of the National Assembly's Ethnic Council, Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province announced to voters the expected program of the 6th Session of the 15th National Assembly (taking place from October 23 to November 29, 2023).
At this session, the National Assembly will consider and pass 9 draft laws and 2 draft resolutions, especially the Land Law (amended) which is of interest to all classes of people; at the same time, give opinions on 8 draft laws and consider and decide on socio-economic, financial-budgetary issues and other important issues.

With the spirit of democracy and responsibility, voters reflected, proposed and recommended many contents related to the authority of district, provincial and central levels.
Voter Vo Dinh Long (Dien Lien commune) reported that although the Government has regulations on rewards for those who have achievements in reporting, for a long time, those who have made correct reports have not been rewarded even though they have completed documents and sent procedures to all levels and sectors.
Voter Vu Thi Tham (Dien Thap commune) proposed that all levels continue to study and raise the allowance regime for people working in hamlets, especially youth union and association branches, to encourage this group.

Concerned about ensuring security at the grassroots level, voter Le Van Dong (Dien Ky commune) said: Bringing regular police to the commune is the right policy, contributing to ensuring security and order in each locality. However, currently, the activities of the commune police are not proactive, not close to the people and each village and hamlet; only when there is a report in the village or hamlet will they intervene to handle the situation.
Therefore, it is recommended that the Commune Police at all levels should strengthen their engagement with the people and better coordinate with the grassroots security forces in ensuring security and order in the locality. At the same time, in addition to paying attention to the handling and handling of cases, the Commune Police should focus on propagating and disseminating the law to the people.

The issue that many voters in the 4 communes reflected and proposed was that the authorities have solutions to completely resolve the backlog of compensation policies for site clearance for the National Highway 1A Upgrade Project; resolve difficulties and obstacles to speed up the issuance of agricultural land use right certificates; and resolve encroachment on production land of people in the 2 communes of Dien Ky and Dien Van.
Some voters also recommended that authorities pay attention to policies on investing in irrigation systems to serve agricultural production; pay attention to overcoming difficulties and shortcomings in traffic infrastructure and irrigation systems due to the North-South Expressway Project passing through some communes; need to have a policy on worshiping Vietnamese Heroic Mothers; allow students to buy health insurance cards according to their households; pension regime for relatives of health insurance participants; disciplinary procedures for officials, etc.

Based on the feedback and recommendations of voters, at the conference, representatives of the Departments of Natural Resources and Environment, Home Affairs, Labor, War Invalids and Social Affairs, Provincial Social Insurance and leaders of Dien Chau district received and explained a number of issues within their functions, tasks and authority.

Clarifying responsibilities of all levels and sectors
Comrade Vo Thi Minh Sinh - Member of the National Assembly's Ethnic Council, Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province thanked the voters for their very practical and responsible comments and recommendations; at the same time, shared and explained, clarified the responsibilities of all levels and sectors in many contents of voters' concern.
Regarding the reward regime for people with achievements in denunciation, the Chairman of the Provincial Vietnam Fatherland Front Committee stated his opinion: People who actively participate in denunciation and determine that their denunciation is correct should be commended and recognized.
Regarding responsibility, National Assembly deputies will receive and propose the Government, ministries and central branches to study and provide guidance on implementing the Government's decree on implementing the reward regime for whistleblowers.

For the Dien Chau district government, the Chairman of the Provincial Fatherland Front Committee suggested that, based on the Government's decree on rewarding whistleblowers, within its capacity, it is necessary to have a reward policy to both encourage and motivate whistleblowers and spread awareness and responsibility of the people in denunciation, contributing to overcoming the negative aspects of society and among cadres, civil servants and public employees.
Explaining voters' opinions on the allowance regime for youth union branches and associations, National Assembly delegate Vo Thi Minh Sinh shared the difficulties and hardships in many tasks of "carrying the whole load" of those working in the blocks, villages, hamlets, and communes at present, including youth union branches and associations; however, the development of regimes and policies for non-professional activists in communes and hamlets according to the Government's decree depends on the economic conditions and local budgets, hoping that voters will share because the economic conditions and budget of the province are difficult, and the regimes and policies for cadres have not met the requirements.

Currently, the Provincial People's Committee is drafting a draft on the allowance regime for grassroots cadres, including those working in hamlets, to submit to the Provincial People's Council for consideration and decision at the end of 2023 session in the direction of increasing compared to the current level.
