Voters of Dien Chau district raised many issues close to practical requirements.

Informing voters about the results of the 6th session of the 14th National Assembly, delegate Hoang Thi Thu Trang - Director of the Provincial Judgment Enforcement Department said that at the recent session, the National Assembly passed many important resolutions, codes, and bills, which are meaningful in promoting the comprehensive development of the country, while enhancing Vietnam's position in the international arena.

Many concerns from practice
At the conference, voters focused on reflecting on many issues arising from practice. Mr. Pham Trong Tuoi - Mai Thanh village, Dien Thanh commune said that in the area there is a project to build an urban area and reclaim 12 hectares of land to give to enterprises. "This is a project to reclaim 12 hectares of two-crop land. People have repeatedly sent their opinions to the district and the province about the issue of reclaiming and clearing the land, but it has been nearly 10 years and has not been satisfactorily resolved" - voter Pham Trong Tuoi reflected.

Concerned about the situation of abandoned agricultural land, voter Dau Xuan Huong, Dien Lam commune, said that currently, localities are developing a project to restructure agriculture, based on the implementation of the State's policy of giving farmers the right to self-determination. This is an important policy of the Party and the State, creating conditions for people to proactively promote the value of land. However, reality shows that currently, people only produce one crop per year. Meanwhile, another group of farmers really want to have land funds to develop the economy. Therefore, competent authorities should study policies related to land accumulation, thereby helping people focus on investment, expand production with specialization, creating opportunities for development. If farmers are allowed to freely move and convert land, it will not be effective.
Regarding the Law on Cooperatives, voter Dau Xuan Huong also said that the current policy for cooperative directors is inadequate. According to regulations, the policy is only for those who are directors of cooperatives at the commune level, while in reality, there are 2-3 cooperatives in the same commune. There are many cooperatives that are not recognized as commune-level but have more member households than cooperatives that are eligible, and cooperative directors must bear great responsibility but do not enjoy the regime and policies. Therefore, voters asked National Assembly deputies to propose and recommend to the National Assembly and competent authorities to have fairer mechanisms and policies in this area.

Voter Pham Ba Anh, Dien Thinh commune, said that the Electricity sector is currently collecting electricity usage fees in the form of a ladder price. The more electricity an organization or individual consumes, the higher the price they have to pay, which affects production units and businesses that need to consume large amounts of electricity. This voter also suggested that the State should invest more in the technical infrastructure of the Electricity sector, in addition to gradually having a mechanism to eliminate monopoly in electricity trading.
Voters also suggested that the State assign the Education sector to promote the dissemination and education of laws in the school system, especially laws that are closely related to people's lives such as the Traffic Law and the Environmental Law. The issue of arranging the apparatus and staff when implementing the project of merging communes and hamlets was also one of the contents raised at the conference. In addition, some voters also requested clarification on the demolition of So market in Dien Chau town to build a green park, which affects thousands of business households. Issues of returning power grid infrastructure, policies for people with meritorious services, social protection subjects, etc. were also proposed by voters.

Voters proposed many relevant contents
Explaining voters' opinions on the New Urban Area Project in Mai Thanh village, Dien Thanh commune, Mr. Tang Van Luyen - Chairman of Dien Chau District People's Committee said that this is a project approved by the province for investment since 2010 on the basis of the 2003 Land Law. 193 households with land granted under Decree 64 are located in the project's site clearance area. Currently, 35 households do not agree with the compensation plan and are continuing to complain. The district has established a complaint settlement team and on the morning of November 28, 2018, functional units conducted a dialogue with the people to resolve related issues. Affirming that the project is implemented in accordance with State regulations, the Chairman of Dien Chau District People's Committee said that everything is carried out transparently and publicly, and land valuation is carried out by the provincial council. Therefore, he hopes voters understand and share.

In addition, within his authority, the Chairman of the People's Committee of Dien Chau district answered and explained a number of issues raised by voters such as the abolition of So market to build a green park in Dien Chau town, the tax sector's authorization to collect taxes through the postal sector; opinions on the regime and policies for people with meritorious services were also answered by the representative of the Department of Labor, Invalids and Social Affairs to voters.
Clarifying some contents at the conference, delegate Nguyen Van Chi - Standing member of the National Assembly's Finance and Budget Committee acknowledged and highly appreciated the opinions of voters of Dien Chau district. Many issues proposed by voters were correct and appropriate. Accordingly, regarding the issue of farmers abandoning agricultural land, delegate Nguyen Van Chi said that this situation has been and is happening commonly in many localities. The reason is due to social movements and development trends. The voters' proposal that there should be mechanisms and policies to accumulate land and increase efficiency in the use of agricultural land is a practical requirement.

Regarding the policy for cooperative directors, delegate Nguyen Van Chi said that to fully understand, it is necessary to look at it from many different perspectives. Acknowledging that the issues raised by voters are correct, Ms. Nguyen Van Chi promised to accept them and submit them to the National Assembly for study and consideration.
Regarding the issue of the electricity sector collecting electricity prices in a ladder form, the Standing Member of the National Assembly's Finance and Budget Committee hopes that voters will share the practical difficulties, especially in the context of power shortages and production activities facing many obstacles. The highest goal of the Government is to save electricity, especially in the context of domestically produced electricity sources having to serve remote, isolated and particularly disadvantaged areas. The delegate also informed that in the coming time, the Government will gradually adjust electricity prices to approach the market but also not greatly affect people's lives. Many issues of concern to voters were also explained and clarified by the National Assembly delegate at the conference, other contents will be submitted to the National Assembly for solutions.
