(Baonghean.vn) - Voters of Tri Le and Nam Nhoong communes, Que Phong district, requested the Provincial People's Committee to pay attention and give priority to recruiting, selecting, training and using cadres from ethnic minorities (such as Mong and Kho Mu...) in Que Phong district. Because currently the number of cadres from these ethnic groups in departments, branches and organizations in the district and commune is very small.

In recent times, the Provincial People's Committee has regularly paid attention to the work of selecting, arranging and using cadres, civil servants and public employees who are ethnic minorities in the province; issued the following documents: Official Dispatch No. 5001/UBND-TH dated July 10, 2018 on the recruitment of civil servants and public employees of ethnic minorities; Official Dispatch No. 1771/UBND-TH dated April 1, 2021 on developing a recruitment plan. In which, agencies and units employing civil servants and public employees propose job positions that need to be recruited for ethnic minorities, clearly identifying the quota and ethnic structure to be recruited.

For Que Phong district, a highland mountainous district, has a border with the Lao People's Democratic Republic; the population is 16,043 households with 75,599 people; there are 04 main ethnic groups including Thai (81.86%), Kinh (9.83%), Mong (4.74%), Kho Mu (3.4%).

In recent years, the district Party Committee and government have also paid attention to the work of recruiting, selecting, training and using ethnic minority cadres in general and ethnic minorities in particular. The results of recruitment, use, training and development are as follows:

- District level: Receive and appoint 01 deputy head of the district People's Committee, a Khmu ethnic group, a National Assembly delegate for the 2016-2021 term; a provincial People's Council delegate for the 2021-2026 term;

- Commune level: Recruit 02 civil servants as Commanders of the Commune Military Command who are ethnic minorities. Key leaders in communes with small ethnic minority populations such as Nam Nhoong and Tri Le are ethnic minorities.

- Affiliated public service units and schools: Recruiting 124 people (of which Thai ethnic group: 87 people; ethnic minorities: 05 people).

-Every year, ethnic minority civil servants and public employees are given the opportunity to participate in training to improve their work capacity and professional skills to meet the requirements of their job positions.

Ethnic minorities who have not yet met the standards in terms of professional and political qualifications are given priority to participate in training to meet the standards according to regulations (in 2020, 01 ethnic minority (Khmu) was sent to attend an advanced political theory class at the Ho Chi Minh National Academy of Politics.

TStatistics on the proportion of cadres, civil servants and public employees who are ethnic minorities in Que Phong district are currently as follows:

+ District level: Thai ethnic group: 56.1%; Khmu ethnic group: 0.81%; Tho ethnic group: 1.63%;

+ Commune level: Thai ethnic group: 82.76%; Mong ethnic group: 0.34%; Kho Mu ethnic group: 1.72%;

+ District public service units: 56.58%; Mong ethnic group: 2.21%; Kho Mu ethnic group: 0.64%.

In the past time, although the Party Committee and government of Que Phong district have paid attention to the work of recruiting, selecting, training and using cadres, civil servants and public employees who are ethnic minorities.

However, there is no uniformity between levels. At the district level, there are no Mong ethnic officials, and the proportion of officials, civil servants, and public employees who are ethnic minorities is still relatively low.

To continue to effectively implement the policy of recruiting, arranging, using, training and fostering cadres, civil servants and public employees who are ethnic minorities, in the coming time, the Provincial People's Committee will continue to direct the Department of Home Affairs to guide Que Phong district to effectively implement the Party's policies and the State's laws and policies on ethnic minority cadre work; pay more attention to the work of recruiting, selecting, training and using cadres, civil servants and public employees who are ethnic minorities in the district.
