Regarding the issue of streamlining the apparatus and merging small-scale administrative units in the coming time, the whole country in general and Nghe An in particular will streamline the apparatus in the direction of compactness, one person holding many positions, especially at the hamlet and commune levels. Consider merging some small-scale communes and hamlets. He also pointed out the reality that the whole country has 63,000 associations, which will be streamlined and merged in the coming time.
