Vinh City voters propose to remove difficulties in implementing support policies for workers
(Baonghean.vn) - This is one of the contents that many voters of Vinh city proposed at the Conference of voters meeting with National Assembly deputies on the morning of October 13.
On the morning of October 13, National Assembly delegates including comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; Thai Van Thanh - Member of the Provincial Party Committee, Director of the Department of Education and Training met with voters of Vinh City before the 2nd Session of the 15th National Assembly.
Attending the conference were comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of Vinh City Party Committee; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, and representatives of voters from 25 wards and communes in Vinh City.

At the conference, many voters mentioned issues surrounding the prevention and control of the Covid-19 epidemic, as well as the impact of the epidemic on people's lives.
Accordingly, voters suggested that there should be strong, drastic, quick and appropriate solutions to quickly handle situations when the epidemic arises, not allowing it to become as serious as in the past, greatly affecting the lives and health of the people; speeding up the progress of vaccination for the whole population; clearly defining the responsibilities of leaders at all levels in epidemic prevention work, resolutely and promptly replacing weak, hesitant and reluctant officials when carrying out epidemic prevention work.

Also related to this issue, voter Duong Xuan Tue - Chairman of the Veterans Association of Nghi Duc commune raised the difficulties and shortcomings in the implementation of Resolution No. 68/NQ-CP of the Government: On a number of policies to support employees and employers facing difficulties due to the COVID-19 pandemic; Decision 22/2021/QD-UBND of the Provincial People's Committee "regulating policies to support employees without labor contracts and a number of other special subjects facing difficulties due to the Covid-19 pandemic in Nghe An province".
In particular, it does not cover the subjects of support such as: private preschool teachers are not supported; in addition, the viewpoint of "mason" and "construction worker" is still very controversial at the grassroots level. Voters recommend that electricians, plumbers, bricklayers... when participating in construction projects should be considered construction workers.
Voter Le Van Hai, Trung Do ward, hopes that the Party and State need to have more drastic and synchronous solutions to both ensure the prevention and control of the Covid-19 epidemic and harmoniously develop the economy, ensuring social security.
Some voters also suggested that the Department of Education and Training should let students attend school in person instead of studying online when the epidemic is under control.

Mr. Nguyen Huu Thanh, a voter from Le Mao ward, suggested that the National Assembly should improve the quality of law making and promulgation; absolutely not allow group interests to occur in law making; at the same time, when promulgating laws, there should be accompanying sub-law documents promulgated at the same time.
Regarding this content, voters at the conference suggested that the National Assembly should amend the Land Law in the near future. This is an important law, so it is necessary to review and collect feedback carefully so that after amending the Land Law, it can ensure that "life goes hand in hand, life goes hand in hand with the law", and current land-related problems can be resolved.
Also at the conference, many voters also proposed issues such as: Current allowances are low, so finding sources of block and hamlet cadres is difficult; quickly processing paperwork for people after merging blocks and hamlets and not charging fees; creating output for agricultural products;...

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council requested a number of departments and branches to respond to voters' petitions with related content.
The head of the Provincial Party Committee also informed voters of some key features of the province's socio-economic situation in the first 9 months of the year in the context of the impact of the Covid-19 epidemic, and responded to voters' petitions.
Regarding the issues that voters are concerned about and discuss related to the implementation of Resolution No. 68 of the Government and Decision No. 22 of the Provincial People's Committee, delegate Thai Thanh Quy hopes that voters will share that due to being issued in an urgent context and needing to be resolved quickly, it has not covered all subjects. The Provincial Party Secretary said that the province will accept to study and amend to expand the subjects of support under the conditions that the province's resources allow.

In response to voters' opinions regarding the need to speed up procedures for people after merging blocks and hamlets and not collecting fees, Provincial Party Secretary Thai Thanh Quy agreed with voters' opinions and said he would direct relevant departments to advise on this content.
Regarding allowances for block and hamlet cadres, the head of the Provincial Party Committee said that in the near future, there will be adjustments in the direction of studying the province's resource capacity to consider whether it is possible to support outside the framework of the Central Government or not? At the same time, the forms of support will be simplified to ensure accuracy, speed, and closeness to real life.
