Enforced site clearance for resettlement area of Vinh - Cua Lo connecting road project
(Baonghean.vn) - On the morning of January 29, the People's Committee of Vinh City organized the enforcement of the decision on compulsory inventory to implement the resettlement area project in Hamlet 5, Nghi Phu Commune, Vinh City to serve the site clearance for the construction of the traffic road connecting Vinh - Cua Lo (phase 1).
The resettlement area construction project in Hamlet 5, Nghi Phu Commune was implemented according to Decision No. 5939 dated September 8, 2017 of Vinh City People's Committee with a total planned land area of over 4.2 hectares; the agricultural land area to be compensated is over 4.5 hectares with 82 affected households.
On April 27, 2018, Vinh City People's Committee issued Notice No. 183 on land acquisition to implement the resettlement project. On May 4, 2018, the Land Fund Development Center coordinated with Nghi Phu Commune People's Committee, Vinh Investment and Construction Project Management Board, Yen My Cooperative, Hong Hoa Thai Cooperative, Hung Manh Tien Cooperative, and relevant hamlet executive committees to hold a meeting with affected households to announce the planning and disseminate policies when the state acquires land. At the same time, organize propaganda, explain, and mobilize households to cooperate so that the city can conduct an inventory of the current status of assets, land, trees, and crops.

However, after many times of propaganda, mobilization, and dialogue, only 42 households agreed to the inventory. On December 20, 2018, Vinh City People's Committee issued Decision No. 7598 on enforcing the compulsory inventory decision for 40 households and individuals whose agricultural land area was affected with 39 plots, an area of over 2.2 hectares.
At the enforcement session, the Enforcement Committee inspected the boundary markers according to the extract of the cadastral map of the land, demarcated the area for counting with safety warning ropes, and continued to mobilize households to agree to the counting to determine the land area, and to count assets, trees, and crops. The enforcement session took place in accordance with the correct procedures and ensured safety according to the provisions of law.
