After being in prison twice, he still used all his money to buy drugs and sell them to 'strange women'.
(Baonghean.vn) - Having been "served in prison twice and worn a numbered uniform", Phan Trong Thuy (residing in Do Luong, Nghe An) still returned to his old ways. After receiving an offer to buy drugs from a stranger, Thuy spent all his money to trade "white goods" and was arrested.
On May 18, Nghe An Provincial People's Court opened a first-instance criminal trial of Phan Trong Thuy (born 1971), residing in Hoa Son commune, Do Luong district, for the crime of "Illegal drug trafficking".
The case file shows that at around 2:00 p.m. on December 12, 2019, Thuy received a phone call from a woman calling herself Hao in Tan Ky town ordering 100 grams of drugs for 45 million VND. Thuy agreed, so at 3:00 p.m. the same day, she drove her motorbike to Xop Mat village (Tuong Duong district) to meet a Mong man to buy a package of drugs for 19 million VND.

At 7:00 a.m. on December 13, Hao called to ask if he had the drugs yet, Thuy said she had the “goods” and set a time and place for the transaction. At 5:00 p.m. the same day, Thuy was driving a motorbike with drugs to sell to customers when she was discovered and arrested by Tan Ky district police with more than 63 grams of drugs as evidence.
In court, the defendant explained that due to poor health, the court allowed him to sit through the entire trial. Defendant Thuy stated that he had committed the drug trafficking for profit, even though he had previously been imprisoned for the same crime. The defendant said that if the deal had been successful, he would have made a profit of 26 million VND.
Phan Trong Thuy has been imprisoned twice for drug-related crimes. Specifically, in 2005, Thuy was sentenced to 10 years in prison for "Concealing the illegal use of narcotics" and "Illegal trading of narcotics". In 2015, Thuy was sentenced to another 3 years in prison for illegal possession and trading of narcotics.
Considering the case as a whole, the court sentenced Phan Trong Thuy to 16 years in prison for illegal drug trafficking.
In this case, there was also a Mong man who sold drugs to Thuy and Hao who bought the drugs. However, because Thuy did not know his background or specific address, the authorities had no basis to investigate and clarify.
