Nearly 2,000 billion VND has been allocated for the North-South expressway through Nghe An.

All compensation funds for agricultural land have been transferred.

According to the report of the Compensation Steering Committee for Land Acquisition and Clearance in Quynh Luu District, Project Management Board 6 has transferred 300 billion VND (100 billion in 2019, 200 billion VND in 2020). The locality is focusing on developing a compensation plan for agricultural land acquisition and clearance, and has approved 100 billion VND (mainline agricultural land) and paid 100 billion VND, handing over 12.98/14.39 km of land, reaching 90.21%.

Regarding resettlement: Quynh Tan commune (planning area 19,311m2; 34 lots); Quynh Hoa commune (planning area 13,892m2; 24 lots); Quynh Lam commune (planning area 4,850m2; 8 lots) have approved the adjustment of the detailed planning 1/500, and are completing the documents to submit the investment policy.

In Dien Chau district: Project Management Board 6 has transferred 560 billion VND (200 billion in 2019, 360 billion VND in 2020) for compensation and site clearance. The district has approved 26.58/26.68 km, reaching 99.62%. The remaining land area in Dien Cat commune, about 0.1 km, is being checked and re-examined because households do not agree on the measured area.

Quynh Luu district is currently focusing on developing a compensation plan for land acquisition and clearance for agricultural land. Currently, 219,657 billion VND has been approved and 203,063 billion VND has been paid (Nghi Son - Dien Chau 129,697 billion VND; Dien Chau - Bai Vot 73,365 billion VND). Site clearance has been completed for about 15,251/26,68 km, reaching 57.16%.

The North-South Expressway section through Hung Nguyen district is about 25.88 km long, passing through 13 communes, with 210 households having to relocate, affecting many power lines. Currently, there are still problems in planning resettlement areas and relocating graves. The district has designed a plan for 12 resettlement areas, of which the policy has been approved, and is submitting to the Department of Construction for appraisal of the basic design of 9/12 areas (Hung Trung commune, Hung Yen Nam (2 areas), Hung Tan (3 areas); Hung Phu (2 areas); Hung Dao; Hung Thang; the remaining 2 areas are adjusting the planning because the Ministry of Transport has not agreed.

Some householdsIn Hung Nguyen, although they are not subject to resettlement, after the highway is completed, they will be isolated from the residential area, so they request to be resettled. Some households located near the affected roads and bridges also request to be resettled.

Hand over all residential land in March 2020

That is the progress requirement for residential land and garden land that are not subject to resettlement. Localities with the route passing through must urgently carry out steps to establish investment projects and sign contracts to build resettlement areas to ensure progress. Urgently review resettlement subjects, approve the number of households and resettlement lots, and invest in building infrastructure for resettlement areas that only serve households affected by the project. In case of additional construction (if any) that does not serve the project, the locality must arrange the funding itself.

Regarding the plan to relocate technical infrastructure works (electricity, water, telecommunications...), only relocate works affected by the project.

Mr. Le Hong Vinh - Permanent Vice Chairman of Nghe An Provincial People's Committee said: For localities with large length and volume (Dien Chau, Hung Nguyen), it is recommended to continue to increase staff, divide into many teams to deploy synchronously, and promptly hand over the site. Organize the handover of the site after clearing the site to Project Management Board 6 for reception and management. Localities must also coordinate with Project Management Board 6 during the project construction process, ensure security, order, and traffic safety during the implementation of compensation and site clearance work and project construction in the area, promptly resolve people's petitions, and ensure the legitimate rights of the people.

The North-South Expressway project through Nghe An province is about 87.84 km long, including 2 sub-projects: Nghi Son - Dien Chau section and Dien Chau - Bai Vot sub-project, passing through Hoang Mai town and the districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen.

The cost of land clearance for the North-South Expressway according to the project approval decision is 2,191 billion VND. Currently, 1,801.5 billion VND has been allocated to the project, including: Nghi Son - Dien Chau section: 835 billion VND (Hoang Mai town 140 billion VND, Quynh Luu district 300 billion VND, Dien Chau district 320 billion VND, Yen Thanh district 75 billion VND). Dien Chau - Bai Vot section: 966.5 billion VND (Dien Chau district 240 billion VND, Nghi Loc district 126.5 billion VND, Hung Nguyen district 600 billion VND).
