According to Decision No. 2601/UBND.CN, the investment project to construct Le Mao road phase 2 has a length of 1,197 meters, from Tran Phu street to Vinh river dike road, aiming to develop and improve the urban traffic system in the South of Vinh city (in Vinh Tan commune, now Vinh Tan ward - PV).

After 15 years, this project still has 384m (in Tan Phuong block) that has not been completed. Notably, within the 384m planning area, there are 28 households living there. The unfinished project has made the set target unfulfilled, at the same time, it has also caused 28 households to live in miserable conditions for many years.

In early February 2020, when we went with Vinh Tan ward officials to identify the entire Le Mao road planned to be implemented in the future, connecting to Vinh bypass, we stopped at the area where 28 households in Tan Phuong block are living. It can be imagined that the land and houses of 28 households are located between the unfinished Le Mao road and the Vinh river dike. This entire land area is about 1.5 - 2m lower than the roadbed.

Because of the road planning, almost no households pay attention to any construction activities, home improvement, garden..., all the houses are still the same as in the 80s - 90s of the last century, level 4 houses, tiled roofs. Among 28 households, only the house of Mr. Tran Van Minh - former Secretary of the Tan Phuong block Party Cell is a 2-storey house, but is covered with corrugated iron roof.

The remaining 27 households have houses that are old, damp and in a state of disrepair. The state of the houses has deteriorated to an alarming level, especially that of Mrs. Tran Thi Lien. This family's house is about 50m from the Vinh River dike, through a small, steep concrete alley, full of green moss and broken. Her 2 level 4 houses with tile roofs of about 50 square meters are worn out, the roofs are sagging, all the walls are peeling, revealing bricks eroded by rain and sun...

In this area, Mr. Nguyen Van Nhac, Secretary of the Tan Phuong block Party Cell, after taking us to the actual housing projects, yards, and gardens of the households, also looked at the boundary markers of the extended Le Mao road... Mr. Nhac confided: "People have been waiting for 15 years. Because of living in misery within the road planning area, people have continuously sent opinions to the People's Councils at all levels, then petitions and complaints to many places. As grassroots cadres, we hope that the city and province will pay attention to resolving the issue so that people can relocate and resettle to live in peace...".


Open direction


In order to completely resolve the investment in the construction of Le Mao road phase 2, and at the same time to resolve the petition of 28 households in Tan Phuong block, Vinh Tan ward, on March 26, 2020, Vinh City People's Committee issued Document No. 1437/UBND-QLDT to the Provincial People's Committee. Here, Vinh City People's Committee reported to the Provincial People's Committee that 384m of Le Mao road has not been implemented yet due to difficulties in site clearance.

To complete this road section, it is necessary to clear the land and compensate for resettlement for 28 households (1.2 hectares) that have been declared and counted by the Vinh City Land Fund Development Center, but there is no resettlement land fund and capital to implement.

Vinh City People's Committee proposed: To complete the investment in the construction of Le Mao Street phase 2, Vinh City People's Committee will allocate funds to clear the site. Regarding the land fund to resettle 28 households, it is proposed that the Provincial People's Committee assign Hadinco - Vinh Tan Urban Development Investment Joint Stock Company to adjust the planning of Vinh Tan Ecological Urban Area (approved by the Provincial People's Committee in Decision No. 5033/QD.UBND.DC dated November 21, 2011), in which, remove the land plots for green trees, physical education, sports and new ward headquarters with a total area of ​​6,800 m² from the project to hand over to Vinh City People's Committee for management and use.

At the same time, the project of the New Technology Construction Materials Center in Vinh Tan Ward, invested by Phu Lam Company Limited, with a planning area of ​​10,522.2 m², approved by the Provincial People's Committee for detailed planning in Decision No. 4911/QD-UBND-CN dated November 11, 2011, was revoked due to slow progress.

On April 23, 2020, the Provincial People's Committee held a working session on the implementation of investment and construction of Le Mao Road, Phase 2 and Phase 3. Then, on April 29, 2020, the Provincial People's Committee issued Notice No. 225/TB-UBND on the Conclusion of Vice Chairman of the Provincial People's Committee Le Ngoc Hoa at this working session.

Regarding the investment project to build Le Mao road phase 2, the conclusion of the Vice Chairman of the Provincial People's Committee in Notice No. 225/TB-UBND is: The Provincial People's Committee agrees with the proposal of the Vinh City People's Committee on converting the investment form of the remaining 384m of road from the form of build-transfer contract (BT) to public investment; Hadinco - Vinh Tan Urban Development Investment Joint Stock Company prepares a dossier to adjust part of the area of ​​Vinh Tan Ecological Urban Area for the Vinh City People's Committee to create a resettlement land fund, including adjusting the planning of 6,800m² of green land, physical training, sports and the new ward People's Committee headquarters out of the project boundary; Assign the Department of Planning and Investment to urgently inspect the implementation status of the New Technology Construction Materials Center Project in Vinh Tan Ward (Vinh City) invested by Phu Lam Company Limited, advise the Provincial People's Committee to resolve according to current regulations, to be completed in May 2020...


Speed ​​up progress


According to Mr. Nguyen Viet Duc - Head of Vinh City Urban Management Department, to complete the Le Mao Road construction investment project phase 2, it is necessary to clear the land and resettle 28 households in Tan Phuong block. Regarding this content, the Provincial People's Committee has assigned the Department of Planning and Investment to preside over the inspection of the implementation of the New Technology Construction Materials Center Project and advise on how to handle it. Therefore, Vinh City People's Committee is actively coordinating with the Department of Planning and Investment and related departments and branches to implement this content.

Regarding the implementation of the New Technology Construction Materials Center Project, Vinh City People's Committee has sent a detailed report in Document No. 2186/UBND-QLDT to the Department of Planning and Investment. Phu Lam Company Limited, Vinh City Land Fund Development Center and Vinh Tan Ward People's Committee have declared and counted assets on the land; Phu Lam Company Limited has paid for trees and crops to some affected households and the cost of moving graves.

As for the land that has not been paid for, it is because the compensation plan for site clearance at that time has not been approved by the competent authority (some households did not cooperate in making the plan). Regarding the progress of the project implementation and putting it into operation, according to Decision No. 3958/QD.UBND-CNTM dated September 6, 2013 of the Provincial People's Committee, it was in the third quarter of 2015, which is now nearly 5 years late.

Vinh City People's Committee proposed a solution for this project to be implemented in accordance with Clause 4, Article 1, Decision No. 3958/QD.UBND-CNTM of the Provincial People's Committee: "Requirements on planning progress: The investor is responsible for completing related procedures to start construction in the first quarter of 2014; completing construction investment and putting the project into operation in the third quarter of 2015. If the implementation progress is not ensured, the decision approving this planning will expire, the State will reclaim the land to implement another project without compensation for the investor".
Immediately after receiving the above information, we informed the Secretary of the Tan Phuong Block Party Cell, Nguyen Van Nhac. Mr. Nhac expressed his excitement. He said: "Block officials and people have only seen the article "A desire for Vinh city" but have not yet grasped this information. We are very happy that there has been movement. Hopefully everything will be favorable so that people will no longer have to live miserably in the planning area...".
