On the afternoon of May 26, the delegation of National Assembly deputies of Nghe An province and the delegations of National Assembly deputies of Tra Vinh, Lai Chau, and Da Nang provinces discussed in groups the Draft Resolution on handling bad debts of credit institutions; the Draft Law on amending and supplementing a number of articles of the Law on Credit Institutions. Delegate Nguyen Van Chi - Standing Member of the Finance and Budget Committee of the National Assembly (Nghe An delegation) said that bad debt is a "blood clot" and needs to be handled effectively. When using specific measures, it is necessary to clearly define the scope of application and what is considered bad debt. To do so, bad debt must be classified clearly.
Delegate Tran Van Mao - Deputy Head of the National Assembly Delegation of Nghe An province expressed his doubts about whether some contents of the draft Resolution on bad debt settlement really ensure that they do not violate the established principles, especially the principle of not using State budget capital to settle bad debt. At the same time, to settle bad debt, credit organizations must be transparent to avoid the abuse of special measures in the process of handling bad debt.
Delegate Hoang Thi Thu Trang - Director of the Department of Civil Judgment Enforcement of Nghe An province (Nghe An delegation) commented on the Principles of handling bad debts; Conditions for exercising the right to seize of banks; Conditions for exercising the right to seize of banks; Regulations on tax and fee exemption. Delegate Hoang Thi Thu Trang suggested that it is necessary to clarify some issues such as: Is a debt with collateral considered a bad debt? Is it appropriate to assign bad debts to the State Bank?
