Provincial People's Council Delegate: Slow national power grid supply, hundreds of villages use hand fans and oil lamps
(Baonghean.vn) - At the group discussion session at the 4th session of the Provincial People's Council, term XVII, 2016 - 2021 on the afternoon of July 11, at group 1, delegates said that there are hundreds of villages without electricity (Ky Son has 108 villages, Quy Chau has 39 villages...).
Participating in the discussion at group 1 were comrade Phan Duc Dong - Member of the Provincial Party Executive Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee; elected Provincial People's Council delegates in Ky Son, Que Phong, Quy Chau districts, and representatives of a number of provincial departments, branches, and sectors and the Standing Committee of the People's Councils of Ky Son, Que Phong, and Quy Chau districts.

There are solutions to develop agriculture and forestry in highland areas.
The delegates highly appreciated the leadership, direction and management role of all levels and sectors, creating many positive changes in socio-economic development, ensuring national defense and security in the province. In addition, some delegates also frankly raised some shortcomings and difficulties.
Expressing concerns about the price of passion fruit in early 2017 falling to only half the price compared to 2016, although passion fruit is included in the province's key tree project, delegate Luu Van Hung (Que Phong) suggested that the province needs to have mechanisms and policies to ensure sustainable agricultural development; in which it is necessary to pay attention to planning for agricultural and forestry development in the whole province and properly manage the planning to avoid spontaneous development.
As for Que Phong district, according to delegate Luu Van Hung, there are advantages in land, favorable for the development of forestry and medicinal plants. However, due to the limited resources of the locality, planning for the development of forestry and advantageous crops such as medicinal plants is difficult.
Propose that the Provincial People's Committee support funding for the district to plan and implement the plan, promoting the potential and advantages of the locality. This is the "path" to sustainable development for the highlands, improving the material and spiritual life of the people.

Also interested in the agriculture and forestry sector, delegate Lo Minh Hoat (Ky Son) stated that in Ky Son district, the land area is small, mainly forest land and steep hills, so people mainly slash-and-burn farming.
However, currently in the district, more than 65,000 hectares of forestry land are managed by the Ky Son Protective Forest Management Board, people have no land for production.
Therefore, it is recommended that the province should have a policy to convert forest land to swidden land so that people have land for production, especially in communes that do not have any land for rice cultivation, ensuring food for the people.
Also from Ky Son district, delegate Vi Van Hoe suggested that the province pay attention to solutions to eliminate hunger and reduce poverty in mountainous districts, with special attention paid to building effective economic development models suitable to the climate, soil, and some specific plants and animals of the locality.

Regarding the issue of livelihoods and improving the lives of people in mountainous areas, some delegates also recommended that all levels and sectors pay attention to creating favorable conditions to effectively implement policies for households to borrow capital to plant production forests, raise buffaloes, cows and other livestock; and requested the province to allocate capital sources according to Resolution No. 75/2015/ND-CP, dated September 9, 2015 of the Prime Minister on mechanisms and policies for forest protection and development, associated with policies for rapid and sustainable poverty reduction and support for ethnic minorities, period 2015 - 2020...
Care about people's living conditions
The issue proposed by delegates in mountainous districts is to speed up the provision of national grid electricity to villages that have not yet followed the Government's policy, period 2015 - 2020. Delegate Lo Thanh Luan (Quy Chau) said that this policy with the goal set by 2020, electricity will reach 100% of villages and hamlets in remote areas. However, the implementation time has been 2 years but in Quy Chau district there are still 39 villages without electricity. Similarly, in Ky Son district, according to delegate Lo Minh Hoat, "for more than a year this program has been at a standstill, no more villages have electricity. In Ky Son area, there are currently 108 villages and hamlets without electricity".
Presenting the current situation of the mountainous people lacking clean water for daily life. Although some projects have been invested, they are mainly projects to install self-flowing pipes, while in the mountainous areas, during the rainy season, there are often flash floods, landslides, damaging water pipes; delegate Luc Thi Lien (Quy Chau) proposed that the province should study to invest in building water plants, ensuring clean water for the people regularly.

During the discussion session at Group 1, many issues related to forest protection; increased investment in developing transport infrastructure; slow capital implementation of national programs and targets; difficulties in building new rural areas; resolving teacher surplus; management of private medicine and pharmacy..., were also reflected and recommended by delegates.
Representatives of several departments and branches: Department of Health, Department of Natural Resources and Environment, Department of Planning and Investment, Bank for Social Policies explained and clarified many issues such as the overspending of health insurance, environmental pollution, implementation of capital support policies for people to develop production forests, raise livestock, develop mountainous transport infrastructure, etc.
