Provincial People's Council delegates propose to strengthen administrative reform and improve the quality of public services.

Delegates Hoang Quoc Hao - Director of the Department of Justice; Thai Thi An Chung - Office of the National Assembly Delegation and the Provincial People's Council spoke to propose that the Provincial People's Council and the Provincial People's Committee continue to urge the field of administrative reform, improve the quality of public services. At the same time, quickly put the Provincial Public Service Center into operation, promote efficiency in handling administrative procedures. Ms. Thai Thi An Chung also requested the Provincial People's Council, the Provincial People's Committee, and the Department of Justice to further consider the legality of the process of issuing and approving Resolutions at the 15th session of the Provincial People's Council.
Delegate Thai Van Thanh - Director of the Department of Education and Training highly appreciated the leadership and management role of Party committees and authorities at all levels in preventing and fighting the Covid-19 pandemic and developing the socio-economy in recent times. He also requested the Provincial People's Committee to urge the acceleration of the construction of Dien Yen 2 culvert and continue to direct administrative reforms and adjust the working style of officials and employees in some units and localities.

Mr. Phan Van Tuyen - Chairman of Yen Thanh District People's Committee proposed that the People's Council, Provincial People's Committee and departments and branches study innovations in attracting and approving investment and decentralizing the granting of business licenses to individual households in localities. He also suggested that all levels study effective policies in encouraging land accumulation to develop agriculture and rural areas in the new period.
Mr. Phan Van Tuyen reflected that in localities, there is currently a serious shortage of land resources for leveling the ground for construction of projects and civil works, while the licensing of land resource exploitation in this field needs more specific and practical policies.

Ms. Lai Thi Bich Lien - Vice Chairwoman of the People's Council of Nghia Dan district proposed that the People's Council and the Provincial People's Committee study policies to encourage cadres in villages and hamlets. Currently, many villages and hamlets have merged, the workload has increased, while the allowances for cadres in villages and hamlets are low. At the same time, there should be allowances for cadres holding concurrent positions at the commune level to encourage this group to further promote their responsibilities.
A difficult issue at the grassroots level was also mentioned by delegates, such as: Continuing to research to support businesses to overcome difficulties in the period after the Covid-19 pandemic; strengthening forest fire prevention and fighting, strictly handling those who cause forest fires. Many opinions also suggested that all levels and sectors need to strengthen the management of private medical and pharmaceutical practice; research to resolve existing problems related to teachers taking promotion exams. Some opinions also recommended maintaining the grassroots veterinary team, supporting the construction of cultural houses in areas where villages and hamlets are merged.

At the discussion, representatives of departments and branches gave explanations, recommendations, and proposals from the Provincial People's Council delegates and suggestions from the grassroots. A number of other issues need to be studied and coordinated between levels and branches to resolve together.
Concluding the discussion session, Mr. Nguyen Van De, on behalf of the Department of Agriculture, explained a number of related issues, and at the same time fully accepted the opinions of the Provincial People's Council delegates and representatives of departments, branches and localities to submit to the Provincial People's Council meeting and the Standing Committee of the Provincial People's Council for consideration.
