Provincial People's Council delegates, term XVII, met with voters in localities

Delegates reported on the socio-economic situation of Nghe An province in the first 6 months of 2020, and the direction and tasks for the coming time. They announced the expected agenda of the 15th session of the 17th Provincial People's Council.

At the meeting with voters, there were 22 opinions, recommendations and proposals to the Provincial People's Council delegates, focusing on the following issues: Land management, policies and regimes, requests for support in repairing and building new dam systems, irrigation canals for irrigation and domestic water systems for the people. Voters also wanted to be supported in terms of capital, science and technology, and replication of effective economic models; requested more attention to the regime for part-time cadres and branch heads in villages and hamlets; The management, use and conversion, and allocation of forest land 163 and protective forests in Binh Chuan commune still have difficulties and inadequacies.

After the explanation of the local government, speaking at the conference, delegate Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee acknowledged and accepted the opinions of voters. Regarding the land issue, the People's Council delegate suggested that the district and all levels rectify and reorganize land fund management units to meet the land use needs of the people. The planning of special-use forest land, protective forest land, production land, and the construction of poor forests into rich forests needs to be adjusted to achieve higher efficiency.

The need for production development of the people is very important and legitimate, delegate Nguyen Van Thong suggested that the authorities at all levels need to remove difficulties, support the construction of many economic development models, linking production development with forest protection. The investment in building infrastructure, irrigation canals, cultural institutions... the district needs to have a reasonable allocation among communes to invest more in remote and disadvantaged communes.

Delegate Nguyen Van Thong also recommended that people need to be vigilant and not let their children go abroad to work illegally. Villages need to step up propaganda to raise awareness among people and increase inspection and supervision in the area...

After the provincial and district People's Council delegates announced the expected agenda and content of the 15th session of the 17th Provincial People's Council and the 12th session of the 19th Quynh Luu District People's Council, voters of the two communes expressed their excitement at the results achieved by the province and district.

Many voters also reflected and made recommendations to the provincial People's Council delegates on issues such as: The power line system built since 1991 has seriously degraded, posing potential safety risks; proposed upgrading and installing additional power stations for the locality. Some voters recommended that the authorities have a mechanism to provide additional support for hamlets to build cultural houses; the classification of communes needs to be reviewed to have a correct assessment of the reality of each locality; the district needs to completely resolve the dispute between forestry land and cemetery land; the issue of granting land use right certificates still has difficulties and inconveniences for the people; the clean water plant in the commune has been under construction for many years and has not been completed; proposed to pay attention to building more classrooms for Quynh Lam B Primary School...

After listening to voters' opinions, provincial and district People's Council delegates will explain issues and recommendations within their authority. For some issues not within their authority, the People's Council delegates will fully synthesize them and submit them to relevant levels for consideration and resolution.

Some voters pointed out that the number of abandoned fields is increasing due to low economic efficiency in production; the clearance of agricultural land in villages 6 and 7 to build the N13 canal bank has been completed but compensation has not been paid to the people yet; in the commune, the Nam Ha canal is blocked and cannot drain water, so when there are storms, it often causes flooding in some agricultural production areas...

The provincial and district People's Council delegates received and explained the opinions and issues within their authority. For proposals not within their authority, the delegates promised to fully summarize and send them to relevant departments, branches, agencies and units for consideration and resolution.

Voters of Quynh Hong and Quynh Hoa communes have some opinions and recommendations focusing on issues such as: Requesting all levels to inspect and supervise the construction of the Bac Nghe An Economic and Technical Vocational College, which has invested nearly 100 billion VND, but has not been completed after more than 10 years of construction; Requesting the Provincial People's Committee to soon have a policy to build a road from National Highway 1A through Quynh Hoa Industrial Park to connect to the North-South Expressway; Requesting all levels to pay attention to dredging the Nam Ha drainage canal to serve agricultural production; promptly measuring the auctioned land area in Nam Len area (village 5) of Quynh Hoa commune to grant land to people. Voters also hope that all levels will speed up the construction progress of the Thai River dike and the Do Luong canal system, the section through Quynh Hong commune; Requesting the Provincial People's Committee to allocate a budget to support compensation for land clearance on National Highway 1A for the people.
