4 cases can register for military service online from July 2025
My child (born in 2007) is just old enough to register for military service. I want to know if he can register for military service online? This is a concern of Ms. Le Thi Na (Quynh Luu commune, Nghe An).
Reply:On June 27, 2025, the 15th National Assembly, 9th Session passed the Law amending 11 Laws on Military and National Defense 2025 (Law No. 98/2025/QH15).
Law No. 98/2025/QH15 has amended and supplemented many new points to the 2015 Law on Military Service. It includes provisions allowing 4 cases to register for military service online from July 1, 2025, specifically:
(1) First registration for military service
Clause 5, Article 4, Law No. 98/2025/QH15 amended and supplemented Article 16, Law on Military Service 2015 on first-time military service registration as follows:
(i) Every January, the Commander of the Commune-level Military Command, the head or legal representative of the agency or organization shall report to the Chairman of the Commune-level People's Committee the list of male citizens who are 17 years old in the year and male citizens of military service age who have not registered for military service.
(ii) Every April, the Chairman of the People's Committee at the commune level decides to call citizens specified in (i) to register for military service for the first time.
(iii) Citizens must register for military service for the first time online or in person at the military service registration agency specified in Article 15 of the Law on Military Service 2015 (amended in 2025).
Thus, from July 1, 2025, citizens registering for military service for the first time can register online or directly at the military service registration agency at the commune level.
In addition, Clause 6, Article 4, Law No. 98/2025/QH15 amended and supplemented Clauses 1, 2 and 3, Article 17, Law on Military Service 2015, thereby adding the following cases that can register for military service online below.
(2) Register for additional military service
Citizens who have registered for military service and who change their job position, educational level, professional qualifications, health status and other information related to military service must make additional registration online or in person at the military service registration agency.

(3) Register for military service when changing residence or place of work or study
- Citizens who have registered for military service when changing their place of residence or place of work or study must register online or directly at the agency where they registered for military service to carry out procedures to transfer military service registration;
Within 05 working days from the date of arrival at the new place of residence or workplace or study, one must register online or in person at the military service registration agency to register for transfer;
- Citizens who have registered for military service and are called to study at schools belonging to vocational education institutions or higher education institutions in the national education system must register online or directly at the agency that registered for military service to complete the procedures for transferring military service registration to the educational institution;
After leaving school, one must complete procedures to transfer military service registration to a new place of residence or workplace. The head of the educational institution is responsible for organizing for citizens to register for military service and transfer military service registration.

(4) Temporary military service registration
Citizens who have registered for military service, if they leave their place of residence or place of work or study for 03 months or more, must register online or directly at the place of military service registration to register for temporary absence from military service; upon returning to their place of residence or place of work or study, they must re-register within 05 working days.
