Delegate Ho Duc Phoc: Build suitable job positions, avoid 'corruption' in terms of time.

On the afternoon of April 27, at Nam Dan District Party Committee, National Assembly delegates, including Mr. Ho Duc Phoc, member of the Party Central Committee, State Auditor General; Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation and Ms. Dinh Thi Kieu Trinh, specialist of the Department of Labor - Invalids and Social Affairs, had a meeting with electors of district-level agencies, units and communes and towns in the district. |
Pointing out the shortcomings in implementing staff streamlining, Mr. Dinh Xuan Que - Chairman of Nam Dan District People's Committee, said: The policy of staff streamlining requires the development of a job position project to determine practical needs. However, according to Decree 108 of the Government, it is stipulated that "2 out, 1 in"; meaning that it is not necessary to base on job positions.
On the other hand, if the regulation is “out 2, in 1”, there will be positions with only 1 staffing level, when this cadre retires, there will be no staffing level; or for units with many people reaching retirement age, if “out 2, in 1” is applied, the apparatus will have no one to work. Therefore, it is recommended that the National Assembly direct the Government to plan the construction of job positions and determine specific staffing levels for each agency and unit, thereby requesting staff reduction.
Voter Nguyen Xuan Lanh - Secretary of the Party Committee of Nam Loc commune, reflected: The preschool system has two functions: nurturing, caring and teaching. However, currently, for preschools, there is only a teacher staff but no foster carer staff. We propose that the National Assembly, the Government and the Central Ministries and branches pay attention to supplementing the foster carer staff for schools.
Voter Lanh also pointed out the inadequacies in the Government's Decision No. 22/2013 on housing support for meritorious people, the implementation process, the beneficiaries of the policy are large, but the budget is only a trickle. Therefore, it is recommended that the National Assembly and the Government balance the budget to meet the requirements of reality.

Voters are also concerned about the situation where hostile forces are taking advantage of existing issues such as the Formosa marine environmental incident to incite a part of the people, affecting security and order. Voters believe that democracy still requires solutions to strictly handle violations to maintain discipline and the law of the country.

Based on the feedback and recommendations from voters, on behalf of the National Assembly deputies in constituency No. 4, delegate Ho Duc Phoc directly explained many issues.
Regarding the staffing of nursery schools, delegate Ho Duc Phoc said that the provincial National Assembly Delegation had proposed this issue to the Ministry of Education and Training and received a response that for nursery schools, kindergartens, and nurseries, the job position framework associated with support and service tasks has 4 positions: accountant, clerk, medical, and cashier to reduce the budget. However, according to this National Assembly delegate, this opinion will continue to be accepted and proposed by the Delegation.

Delegate Ho Duc Phoc also explained the opinion of voters that currently, in some positions, work is still wasting too much time, and work efficiency is not high. According to Delegate Phoc, to manage cadres, civil servants, and public employees with high work efficiency and good quality is the responsibility of agencies and units. The requirement for each agency and unit is to build suitable positions and jobs, avoid people working a lot, people working less and "corruption" in terms of time.
Delegate Ho Duc Phoc also accepted voters' recommendations related to innovation in the activities of the National Assembly and the provincial National Assembly delegation; at the same time, he promised to increase contact with voters, listen to their opinions and feedback to promptly resolve issues arising from the grassroots.
